Howard, a registered sex offender, was a suspect because he lived near the apartment complex Jones and her family lived in. Howard was arrested for the murder of Jones on June 7, 2017. The next day while in jail, Howard admitted to strangling Jones and throwing her body over a bridge. On August 18, 2021, Howard confessed again during his trial.
