President Trump claims this is the most important legislation in U.S. history, but it's unlikely to overcome Democratic opposition. Cuba's national power grid has essentially collapsed now under the pressure of a U.S. oil embargo. It has prevented any shipments from reaching the country's shores since January 9th. As of now, the country remains in a virtual blackout.
