The U.S. will take appropriate action. I'm Lisa Lucera, Fox News. That's what Secretary of State Marco Rubio was saying after Cuban soldiers opened fire on a boat in Cuban waters, killing four people and wounding six others. Cuba says the boat was registered in Florida and was carrying Cubans living in the U.S. who were trying to infiltrate the island and unleash terrorism.

It is highly unusual to see shootouts. an open sea like that. It's not something that happens every day. It's something, frankly, that hasn't happened with Cuba in a very long time. Cuba's government says the majority of those on the boat have a known history of criminal and violent activity, but Secretary Rubio says the U.S. will conduct its own investigation.
