Secretary of State Marco Rubio says President Trump decided to order airstrikes on Iran after it was clear negotiations were not going to work. They were playing us on the negotiations and that this was a threat that was untenable.
Rubio spent a second day with military leaders on Capitol Hill briefing members of Congress. Senate Democratic leader Chuck Schumer says he's not heard a clear strategy. This is not a necessary war. It's a war of choice. President Trump says he was not led into the conflict by Israel, saying instead he may have forced their hand on the timing of attacks.
Chapter 2: What are the implications of the airstrikes ordered by President Trump?
At the White House, Jared Halpern, Fox News. Tuesday night's primary night in North Carolina, Texas, and Arkansas. Fox's Jessica Rosenthal with more on what's going on in North Carolina. Both former RNC Chair Michael Watley and Democratic former Governor Roy Cooper won their respective primary races for the soon-to-be-opened Senate seat. Watley spoke to a crowd of supporters Tuesday night.
Roy Cooper has never seen a dollar that he didn't want to tax and spend. I've never seen a tax I didn't want to cut. Former Governor Cooper likewise criticized Watley. He has pushed schemes that raise health care costs, make communities less safe, and make life harder and more expensive for working families. Current Republican Senator Tom Tillis is not running for re-election.
Democrats need to flip four Senate seats in November to gain a majority. Jessica Rosenthal, Fox News. Primary is also taking place in Texas and Arkansas. John Cornyn and Ken Paxton advance to a runoff in the Republican primary for a Texas U.S. Senate seat. Cornyn and Paxton were the top finishers in a three-way contest with Representative Wesley Hunt.
No candidate hit the 50% vote threshold needed to win outright. That means there'll be a May 26 runoff. A conflict in the Middle East, threatening the world's oil supply, with China in particular possibly feeling the pinch.
Chinese leaders have called for a stop to the fighting, but it does not have any direct security arrangement with Iran. China imported well over a million barrels of Iranian oil per day last year. That's about 80% of the total crude coming out of Iran by sea. While nations like Iran and Venezuela weren't China's only suppliers, experts say they were selling at a deep discount to skirt sanctions.
China's smaller so-called teapot refineries rely on that cheap oil. Some analysts believe China had been hoarding enough Iranian oil ahead of this conflict to last several months, which will soften the blow in the short term. That's Fox Business' Connor Hansen. In his meeting with the German chancellor in the Oval Office, President Trump said Spain has not given permission for the U.S. to use Rota Naval Base, where the U.S. Marines Fleet Anti-Terrorism Security, or FAST, team is based, a forward-based unit used to protect U.S. embassies that come under terror attack. And Morón Air Base, another key U.S. military base in Spain.
Morón is home to the 86th Airlift Wing, providing refueling and strategic aircraft capabilities, which would have been needed as part of this massive airlift into the Middle East. The president said that this caused the U.S. to have to fly much longer distances.
And the State Department says they are actively securing military and charter aircraft to fly Americans that are stranded in the Middle East to safety. In Israel specifically, an official says nearly 500 Americans have been in touch with the department about leaving. And the State Department is saying that they have helped more than 130 in departing so far.
