For more than a decade, Rosario was the murder capital of Argentina. As gangs vied for control of the cocaine trade, turf wars often caught innocent bystanders in the crossfire.The provincial government elected in 2023 set out to change that, and report that homicides, robberies, and other crimes are at record-lows.
