A federal judge in Minnesota says federal immigration agents cannot arrest peaceful protesters without probable cause. The ruling stems from a lawsuit filed by six people who say they were detained or threatened last month while observing operations carried out by ICE. Matt Sepik of Minnesota Public Radio reports.
