Evans' predecessor, David Richardson, left his post in November after six months on the job. FEMA's been in turmoil this year, with President Trump saying the agency should be eliminated.

First, there was the 28-point U.S.-Russian peace proposal that read like a Kremlin wish list. It's now been altered with European and Ukrainian input, and Ukraine has signed on. Russia has not. Media are now reporting Secretary of State Marco Rubio saying security guarantees for Ukraine would be negotiated after a peace deal is signed. Roman Kostenko is a Ukrainian member of parliament.
We're fighting with the Russian Federation, but at the same time, we're trying to explain to the U.S. that Ukraine is a victim and Russia is the aggressor, he says. In Hong Kong, the death toll is now at 128 after firefighters located dozens more bodies in a massive apartment complex fire. Authorities say fire alarms did not sound. This is NPR. President Trump plans to pardon former Honduran President Juan Orlando Hernandez, a convicted drug trafficker also charged with weapons crimes, who was sentenced to 45 years in prison.
