Why does Collingwood not have a head of development? You'd think given their views on the draft, they'd be doing everything they possibly can to fast-track development of their kids. And of course, they say they are, but they never replaced Josh Fraser last year, who was their head of development and their VFL coach. So Matthew Loken's their VFL coach.

Isn't that the common sense approach?
