作者：曾建元 国立中央大学客家语文暨社会科学学系、淡江大学资讯传播学系兼任副教授、华人民主书院协会理事长。 第二次世界大战后，美国与苏联为首各自领导资本主义与社会主义国家阵营形成全球冷战结构，美国在欧洲和亚洲分别推动建立集体安全体系，欧洲的北大西洋公约组织维持至今，但亚洲则仅有昙花一现的东南亚公约组织，很大原因，出于东亚各国对于日本的历史情结。物换星移，在苏联崩解后，中华人民共和国已成为普世价值体系的最大威胁，两岸关系的安危更牵动着全球自由贸易秩序的运转，日韩的和解，正为当代印度太平洋战略架构的构筑，围堵中华人民共和国态势的成形，在东北亚创造了条件。
