在很长一段时间内，西方民主国家的社会福利不断增长，形成所谓“福利竞赛”，但弊端也随之出现，如国家税收越来越重，政府财政不堪重负等。同时，任何消减福利的政策，都会引起抗议、罢工、骚乱，甚至执政党垮台。中国未来的民主转型会陷入“福利竞赛”泥潭吗？本文在比较中西福利制度的基础上指出：当今中国社会福利存在“福利倒置、福利等级制、逆向福利”的基本特征，未来中国民主转型不会发生所谓福利竞赛，而是重建与民主社会相适应的新社会福利制度。
