长期以来，西藏流亡政府（即西藏行政中央）一直指责中国对藏人进行的是“文化灭绝”。但是，西藏著名作家、亚洲之巅研究中心（High Asia Research Center）的创始人降央·诺布（Jamyang Norbu）认为，“种族灭绝”才是更合适的说法。 《中国民主季刊》编辑艾美莉亚•庞（Amelia Pang）就此与降央·诺布做了访谈。诺布分析了1950年以来在西藏发生的一些严重事件，认为中共的政策从未偏离过消灭藏民族这一最终目标。
