舊國民黨時代，一位表現優異的縣市首長或政務次長得先調到省府當廳處長，表現夠好，才能調到中央當部長，這樣培養出來的部長具有完整的歷練。如今省府廢除了，能力再好的縣市人才也只會開小汽車，而中央即使最小的部都是大卡車，讓一位小汽車駕駛立刻去開大卡車，一開始跌跌撞撞，花了兩年終於搞清楚了，這個人也毀了。培養部長的機制沒了，又不能把省府叫回來，現在唯有一條路可以走。
