I'll call the work session to order when we have a quorum. What we're going to do this morning is I'll call that work session to order. Then we will recess, and Mayor Pro Tem will call to order the Austin Energy Oversight Committee meeting, and we'll conduct that meeting, and then we'll go back to the council work session. But we have to have a quorum to do any of that. For those that are interested in how this meeting is going to go today, I'll point out that my horoscope today that has been forwarded to me reads, steer clear of controversial subjects today.

I'll call to order the Austin City Council work session for July 21, 2026. It's 9.02 a.m. We are meeting in City Council Chambers located at City Hall at 301 West 2nd Street in Austin, Texas. This is a work session. As I indicated before, I called the meeting to order, but I'll say it for the public that may just now be tuning in. What we're going to do is I've called to order the work session. We're going to recess the work session and go to – I'm going to flip it over to the mayor pro tem – who is the chair of the Austin Energy Oversight Committee, which is a committee of the whole council. He will call that meeting to order.

He will conduct that meeting, and then we will go back to the work session after we've conducted that meeting. So with that being said, unless there's objection or questions or comments, the Austin City Council work session is in recess at 9.03 a.m., and I'll flip it to the mayor pro tem.

It is 9.58, and I will call back to order the Austin City Council work session. Members, the order that I'm going to kind of lay out, unless there's objection or questions, and it will be a little bit, we'll try to be elastic about this, is we're going to go first to the briefings.

That is the only item on the agenda that we have is the briefings and item B1 and an executive session. So what I'm going to attempt to do is go to the briefings first. We have a number of people that have signed up to speak. We will hear from our speakers. Then depending upon where we are time-wise, we may break before we then call up our staff to go into the executive session. And I'm just going to, with your indulgence, I'll play that by ear. That way we can schedule the attorneys that are supposed to report to us during that executive session, not have them tied up, not be paying extra for just having them sit around. So just stick with me on that, and that's what I'll try to do. Then we'll come back if that's the case, and we'll have the full briefing.

I'll say before she starts calling names, when your name is called, That is an indication to please go ahead and come forward and take one of the seats. She'll call three, four, or five names at a time. Please come forward. That way we know you're here. If you're coming and somebody has donated time, she will call out the name of whoever has donated the time. Somebody has to be here in order to donate time under our rules. So if your name is called to somebody that's donating time, just raise your hand, and that way we'll know that you're here when she calls out your name, or he in this case. Sorry, go ahead.
