Good evening, everyone. It is June 2nd, 2026. My name is Douglas A. Welton. I'd like to welcome you to the Zoning Committee's work session. I'm the chairman of the Zoning Committee. This meeting is being streamed online via YouTube David. Before we get started i've got a couple of orders of business that i'd like to put on the table for those of you who are on the committee, if you are going to be speaking.

It just doesn't turn out well for most people. Just saying. The public hearing for the zoning petitions that we're hearing tonight has been held at some previous time in front of City Council and the Zoning Committee. This meeting is not, not, not a continuation of those hearings. So there will be no public input unless the committee has a specific question, in which case the committee will suspend the session. and ask the petitioner directly. We'll get started with some introductions and I'm going to begin with the Commission members and we will do that starting at my left with Commissioner Millen.

I'm sure Dave Petten, who's our entitlements director, will come in as is necessary. uh but before we get started on this meeting we sometimes have deferrals and withdrawals and uh miss kramer do we have anything tonight no no deferrals tonight so nothing so we're getting it full strength tonight is what you're saying awesome um all right everybody let's light this candle we'll begin with item number one rezoning petition 1989-080 by ryan cox on behalf of jessica quackenbush the property owner this is an innovative request and uh as you know when we have innovative requests we are always blessed with the presence of john kinley who comes and does his petitions first so he can leave but john

All right, so it's been a while, I think, since I've been here to talk about innovative requests, just a review for those of you who are new on the board who are not familiar. Basically, what an innovative request is, is in the legacy zoning ordinance. There were certain zoning districts that allowed for the option of developers to have basically the ability to have some built in flexibility to the ordinance requirements and. they could through the conditional zoning process, specify what those items of flexibility were. And oftentimes it included things like setbacks. Those are probably the most common examples, but there's other things that were included in this particular example that we have tonight are both related to setbacks.

And this neighborhood we've seen before, this is actually, I think the third or fourth innovative request in this neighborhood.
