We begin our meeting with an invocation which is entirely to help us solemnize the work that we do to work together to... to actualize those things that make our city a better place. We do have the opportunity to have some words about that, and tonight, Council Member Bakari will give those words to the Charlotte Council. Following that, we will have the Pledge of Allegiance. liberty and justice for all. All right, thank you all for joining us. I want to give you an explanation for those who are in the chamber or those that are watching us virtually. Our process begins with applications submitted to the planning staff. There are two types of cases on our agenda, decisions and hearings. Decisions are on cases which we have already held a public hearing and there will be no further public comment. Those are decisions that will come from the council as well as the recommendations from our zoning committee our planning commission on our hearings however anyone wishing to speak on any of our items that you have please come down and make sure if you haven't already come down and make sure that the city clerk before the start of your hearing so that you will be able to participate

When we have our hearings, we have a staff presentation. There is no time limit for the staff. However, the petitioner and those in favor get three minutes to combine to present a case unless there are opponents that are signed up to speak or if the staff is in opposition. If that case, the petitioner gets 10 minutes, the opponent gets 10 minutes combined, and the petitioner gets a two-minute rebuttal. If no one is opposed or sign up to speak, the staff provides a concise presentation, which I don't think we have any of those today. And a public hearing is closed, and we move to the next public hearing.

Thank you, Madam Mayor, and thank you to Council. Hi, my name is Douglas A. Welton, and I'm the Chairman of the Zoning Committee of the Planning Commission. Allow me to introduce the fellow members of our Zoning Committee. Here with me tonight are Rick Winokur, Terry Lansdale, and Shawna Neely. Also on the Commission are Will Russell, Clayton Seeley, and Rebecca Wilden. The Zoning Committee will meet on Tuesday, January 30th at 5.30 p.m. At that meeting, the Zoning Committee will meet to discuss and make recommendations on the petitions that have a public hearing here tonight. The public is welcome to that meeting, but please note it is not a continuation of the public hearing that is being held here tonight.
