What is the purpose and agenda of the July 7 2026 Land Use Policy Committee meeting?

Kathy L. Smith 0:03
Good morning. I'm going to call the land use policy committee meeting to order. We have three meaty issues on the agenda, so I know we're gonna stay focused. The first agenda item is a zoning ordinance work program and a gentle reminder, this isn't to go into detail on the work that staff's been doing. We'll get a quick overview of where they are with the work program. And as a reminder, it's a two year work program that we update every year. So I'm gonna turn it over to Leslie. Oh wait, Leslie, I always forget. Any additions, corrections, or changes to the minutes? Okay, now Leslie.

Okay. Um Leslie Johnson, zoning administrator. And I have with me today Bill Mayland, Assistant Zoning Administrator, who's going to give the meaty part of the presentation, and of course Tracy Strunk, our director, and Jen Miller, our deputy county exec. So we are here this morning to present the next fiscal year 2027-2028 work program. And I want to just begin with a brief introduction and mention a few highlights on the status of the current work program. And um and I also want to thank Bill because he did the yeoman's work on this on this work program this year. And as uh Chairman Smith said, the work program covers a two year program cycle because it takes us a while to Do the research. Get all the information, do the outreach and get it authorized and go through public hearings.

But we do come back yearly to provide you all with an update. Um gives you an opportunity to make sure that Our program that we've kind of recommended is in alignment with with your all's priorities and the pro comp plan. And then this year, because of the robust General Assembly, um we've got We added a separate topic for um Virginia code updates and Bill will um that has quite a number of amendments on it. So Bill will present uh that to you shortly. Um we have a Uh summary memo that you've all received. Um you received it a couple of weeks ago, has four attachments. Um and the memo and the attachments it's all and the PowerPoints all posted on the board's uh committee webpage. And we also presented the program to the Planning Commission on june twenty fifth.

Um The attachments include the status update for uh this fiscal year, fiscal year twenty twenty-six, which I will go over very briefly, um, the recommended twenty twenty seven, twenty twenty-eight. I always get our numbers mixed up on this every year. And then uh the proposed timelines. And we're we're tweaking it a little bit and Bill will explain that, and then our priority two program. So um We always like to toot our horn a little bit. So we've had we had six completed amendments. You've seen all these within the last eight months. We also prepared uh two reports to the board that are up there on the slide. I don't won't go into detail on that. Um but we've also made significant progress on a number of uh amendments, the accessory living units and the home daycare.

facilities you're gonna hear after we're finished. Um we also have um presented to you earlier, I think in March on the building height um uh clarification and um we've had um some really good outreach with industry during that time and we've uh we're gonna have some additional outreach as we refine the proposal. We're we're we feel really confident on that amendment that we'll bring back to you probably in the fall with draft text. Um we are uh gonna bring up updates to accessory structures as a whole, primarily focusing on Smaller structures that maybe we can allow in front yards, like play structures, and also some of the larger structures on lots greater than thirty six thousand square feet. Um, we're also have an amendment on commercial and industrial uses that I think we're bringing back to you.
