What opening guidelines and procedures are set for the budget public hearing?
Welcome, everyone, to our second day of budget public hearings, Wednesday, April 23, 2025. And again, this is one of three nights of public hearings on the FY2026 advertised budget plan, the advertised capital improvement program for fiscal years 26 to 2030, and the FY2025 third quarter review. During this public hearing, we'll also accept testimony on the FY 2026 effective tax rate and other tax rates. And just as a reminder for everyone, for public hearing testimony, you're given three minutes to speak as an individual. If you're a spokesperson for a group, you are given five minutes. We do have a lengthy speakers list tonight. I do have 119 speakers to hear from tonight, so I'd ask folks to be conscious of that.
And when the red light comes on, please try to abide by that. And in addition, just as a reminder, this is a public hearing and not a rally. I appreciate folks' enthusiasm, but every minute that we take with that potentially is a minute someone down the stream, we're going to be here very late tonight, won't get a chance to testify. And so if we could all be mindful of that, I would certainly appreciate that, as would the board and the speakers who will be here until very late tonight. And with that, and one last reminder, if you're here tonight and you have not signed up to testify, we are accepting testimony from folks who have not signed up tomorrow, at the end of the public hearing tomorrow. And so if you're here today and you have not signed up and wish to testify,
I'm going to need you to sign up and come back for the public hearing tomorrow afternoon as well. And with that, I am going to go ahead and call our first speaker today, and that is Steve Monahan, Fairfax County Chapter President of the Southern States PBA. And I know that Steve has been called away. This happens in this line of work all too often, and so I just want to acknowledge that everyone at the dais has a written copy of the testimony that he was going to provide today for us to review. And of course, if we have any questions about it, to reach out directly to Steve and the PBA. And so with that, I'm going to go to speaker number two, who is James Sadler. Speaker number three is Carrie Wilson.
And speaker number four is Andy Lacker. And if we called your name, please make sure you're down here close to testify. We don't want anyone stumbling down the steps to get to the podium. And so is James Sadler here? James Sadler is not here. Do we have Kerry Wilson? Not seeing Kerry. This is not Kerry Wilson, but welcome, Rip. So you are testifying on behalf of Kerry Wilson? Well, on behalf of the AHEC. Excellent. So you are speaker number three, and you, of course, are?
Mr. Chairman, my name is Rip Sullivan. I am a citizen of Fairfax, a resident of Drainsville, and a proud member of the Virginia General Assembly. Excellent. Welcome to the board. Thank you, Mr. Chairman, and thank you for the opportunity to speak today on behalf of the Affordable Housing Advisory Council. And allow me, if I might, just to... Moment to add my personal thanks to you, Mr. Chairman, and to my supervisor, Jimmy Bierman, and to the entire board for allowing me to continue to serve as the co-chair of this remarkable council, along with the incomparable Carrie Wilson. She is my co-chair, and I'm sorry to disappoint.
But
something tells me you might hear from her or certainly other people working with her later on. I have to say that AHAC's volunteer members and the county staff who support our work are all deeply committed public servants doing outstanding work to help Fairfax County become better and better. AHAC is grateful, Mr. Chairman, for the Board's long-standing commitment to affordable housing, and we applaud your leadership in advancing a bold, transformative agenda that has already yielded 4,000 affordable homes toward the County's 10,000-unit goal by 2034. Meeting this goal for housing production and preservation requires a consistent and renewable funding source The goal of two cents on the property tax rate by fiscal year 2027 as the new baseline investment to meet the affordable housing development and preservation goals adopted by this board remains absolutely critical.
