Welcome, everyone, to the Board Auditorium. And before we get started, I just want to announce Supervisor Alcorn represents Fairfax County on the Metro Board and is on his way here from a Metro Board meeting. And so that's why you don't see him at this point. And before I read the rules for testimony, I just want to start our meeting by acknowledging that there were two significant concerning events that happened in Fairfax County yesterday. And having heard a lot of the stuff in the media and having an opportunity to talk to our chief and our school officials, I want to tell you that there were some real heroes yesterday and a lot of things to be grateful for. First, at West Potomac High School, and this hits
very close to me personally for a lot of reasons. And I know Supervisor Stork and Lusk. I do want to thank our police team, our SRO who was in the school when that incident happened, as well as all the support team from FCPS. who's working with the students through what was a really challenging day yesterday and is going to be a challenging time moving forward. And I want to say from a gratefulness standpoint that the kids, the juveniles involved in this all survived. And we'll live to see another day. And we're very fortunate for that. And there was a particular hero, I'm not going to mention him at this point because it's still early, who works at West Potomac High School who put his own life at risk to intervene to protect the kids in that school.
And so I just want us to reflect on that. Secondly, there was a tragic police-involved incident in the other part of the county just as we were starting our public hearing last night. And I think we all know about that incident and two of our officers who were shot doing what was a routine vehicle stop for expired tags and turned into and escalated extraordinarily quickly. into something very, very dangerous. And I just want to praise the officers who were involved in that incident. Talk about heroes. There was one particular officer whose intervention absolutely likely saved the lives of some of our police officers. And the good news, there's really not any good news out of this, but the good news is both of those officers
have been treated and released from the hospital and are healing. But just another one of those moments of how proud we are of our public safety personnel, our Fairfax County public school partners, and our community, in a lot of ways, who dealt with some tough issues yesterday and dealt with them with the most dignity you could expect. textbook response, and so if we could just keep all the folks who were involved in those incidents and their families in our thoughts and prayers, I would appreciate that. And with that, this is our last day of public hearings on the FY2026 Advertised Budget Plan, the Advertised Capital Improvement Program, CIP for fiscal years 2026 to 2030, and the FY2025 Third Quarter Review.
During this public hearing, we will also accept testimony on the FY2026 effective tax rate and other tax rates. For public hearing testimony, you're given three minutes to speak as an individual. If you are the spokesperson for a group, you are given five minutes. We have a lengthy speakers list today, after which we hear from everyone who has signed up on the speakers list ahead of time, including those who submitted videos. For folks who are in the auditorium and have not yet registered to speak today yet, please come down and sign in to the clerk, who's on my far right, on your left, to make sure that you get registered. Individuals who would like to speak by telephone but have not registered in advance, of course, can still call in at the end of the public speaker's list today that's been published, and that call-in number is 703-324-7000.
