Welcome everyone to our board meeting of April 30th, 2024. Today we have only one item on our agenda and that is of course, well three items on our agenda, but they are all budget related and that of course is the third quarter review advertised budget plan and add on package and the capital improvement program. But before we delve into that, I will just begin by saying I think all of us are. very sad over what happened in Charlotte yesterday where four law enforcement officers were fatally killed while doing a routine part of their job and obviously we're praying for Charlotte but also recognizing that our own public safety position officials throughout Fairfax County put themselves in harm's way

every time they put on the uniform. And we think about them and pray for their good health and safety every single day. And if anyone else has anyone or any entity or any person they would like to keep in our thoughts and prayers, I would recognize them at this time. Supervisor

And normally, if this was a regular board meeting, we'd be going into presentations and celebrations, but instead, we are gonna move right into our FY 2025 budget markup process and FY 2026 budget plan recommendations. And as a reminder for those watching, we did have a pre-markup on Friday afternoon here where the board was in attendance. And I read through this entire package, which I am gonna do uh again this morning and we will take it in parts there have been only a few tiny very minor edits to the package that we saw on friday otherwise it's largely the exact same package that we saw on friday afternoon and so if the board could bear with me as i read through these various sections i will pause in between them obviously we're going to vote and if we have any discussion on those we will have discussion at that time

And I'm going to begin with approval of the FY 2024 Third Quarter Review. The FY 2024 Third Quarter Review as advertised included previous balances of $54 million and recommended spending and reserve adjustments of approximately $49 million with a majority proposed for investments in capital pay down and information technology needs. As a result, the advertised budget included a net balance available to the Board of Supervisors of $5.2 million. This package utilizes the available balance in order to address several one-time funding needs, as well as to bolster resources dedicated to meeting the county's affordable housing goals. The largest adjustment allocates $4 million to affordable housing, which, when combined with baseline funding, results in total county funding of $35.4 million in FY 2024.

It also, if also including federal stimulus funding dedicated to affordable housing during the current fiscal year, this total grows to 54.4 million in FY 2024 for affordable housing. Additionally, consistent with actions taken in prior years, $500,000 in funding is provided to supplement Fairfax County Public Library collections, and $300,000 is included to support county parks, specifically to construct dedicated pickleball courts at Wakefield Park. Other adjustments include $150,000 to offset unanticipated expenses for the Women's Center related to relocation costs, and $58,000 to finalize the construction of the Eileen Garnett Civic Space
