And as we always do, we're gonna begin this uh meeting with a moment of silence to be followed by the Pledge of Allegiance. And let me ask uh my colleagues if they have anyone uh that they would like to keep in our thoughts and prayers specifically this morning. We had a lot at the last meeting. Um not seeing anyone. Um with that being said, if everyone who is ebble could rise for a moment of silence to be followed by the Pledge of Allegiance.
And please face the flag. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all.
And we have no uh presentations this morning. So the first item on our agenda is appointments to boards, authorities, commissions, and advisory groups and everyone should have a final copy dated february eighteenth, twenty twenty five. Uh at your places and let me ask uh Supervisor Smith if she has a motion.

And that brings us to our next agenda item, which is a report on General Assembly activities. And at this time, I'd recognize the chair of our legislative committee, Supervisor Walkinshaw. Thank you, Mr. Chairman. Since our last board meeting, the Legislative Committee has met once on Friday, February fourteenth. We also held our annual reception in Richmond on Wednesday, February fifth, and thank you to all the members of our board who made
The twenty twenty five session is rapidly heading towards its scheduled adjournment on Saturday, february twenty second. The county's initiatives continue to move through the legislative process. The first, HB twenty thirty six, patroned by delegate Bulova, expands reckless driving to include exhibition driving and prohibits increasingly dangerous behaviors on the Commonwealth's roadways. That legislation passed the House, has passed two Senate committees, and now awaits consideration on the Senate floor. The second, HB twenty five fifty, patroned by Delegate Sullivan, authorizes localities and planning districts eight and sixteen, which includes Northern Virginia, to place and operate noise abatement monitoring systems for the purpose of recording and enforcing exhaust system violations in a pilot program.
It was reported by the Senate Transportation Committee last week. But yesterday in the Senate Finance and Appropriations Committee, the bill was turned into a study to be sent to the Trrime Commission because of a potential fiscal impact on the Virginia State Police. Delegate Sullivan is working with our legislative staff in the hopes of uh reviving the bill in this year's session, uh, but if not, we will work uh with the study and look to bring it back in next year's year's General Assembly session. A key area of focus for the remainder of the session will be the 2024 to 2026 biennium budget amendments. During Friday's legislative committee meeting, staff provided an analysis of how the budgets adopted by the House and Senate affect key county priorities.
That budget is now in conference, and staff are closely monitoring the negotiations and will provide updates as the process unfolds. As we discussed on Friday and have discussed many times, a watershed report by the Joint Legislative Audit and Review Commissioner J. LARC in 2023 outlined the inadequacy of State K-12 funding and the substantial flaws in current state funding formulas, finding that the State Standards Equality formula dramatically underestimates the actual cost of the government.
