All right. Good morning, everyone, and welcome to our board meeting of July 15, 2025. And we're going to begin our meeting as we always do, which is for those who are able to rise for a moment of silence to be followed by the Pledge of Allegiance. But before we do that, I am going to recognize some of my colleagues this morning, if they have anyone that they would like to have us keep in our thoughts and prayers. And let me just mention, as folks probably are well aware of the flooding that took place in Texas, we now know that that's taken the lives of over 100 people. many of them children, and there's still 150 people missing. And this disaster, while it may be in Texas, I know anyone who was out in the storms yesterday in our area is thinking about how quick

something like that could happen. And it can happen in any community. And so we're certainly praying for all those who were affected in Texas, the victims of that horrendous event. And we are doing our part here in Fairfax County. Our Fairfax County Fire and Rescue Department under Virginia Task Force One has been deployed to assist in the recovery of those lost in Texas. And we're always so proud of our Virginia Task Force One, not only the men and women of that team, but also the specialized canines that have been deployed to Texas. And so if we could keep Those folks on our task force and our thoughts and prayers as well as their families and all the fire and rescue personnel who are back filling Stations to make sure that we are still well prepared as we always are here in Fairfax County But we keep the folks in Bryant in Texas as well as our fire and rescue department and our thoughts and prayers that would be appreciated and at this time I'd recognize anyone else who would like to be recognized supervisor pouch

Thank you, Mr. Chairman. I really just wanted to add to that. I know many of us have just been heartbroken. It's been wrenching. My husband actually went to Sleepaway Camp in Mississippi. So he has been really, really heartbroken to see what's been happening in Texas. And so many young girls impacted. And I just want to... add to your remarks for our team, our public safety team that's down there and supporting as well as everyone that's down there. And especially just to those of our DEMs, our emergency management, and everyone here in Fairfax who It's not sexy to think about what are the worst possible scenarios and what impact could be caused by flooding and why it's so important to do everything we can to mitigate and to be prepared.

But I think it's a very stark reminder of just how critical it is at any moment, especially with COVID. the incredible changes we are seeing in weather and the environment and in the climate changes and the impact that we could face here, just how important it is to always be prepared. So I know our thoughts and prayers are with the families down in Texas, as well as with all the men and women and dogs that we've deployed to help support the efforts down in Texas.

Supervisor Bierman. Thank you, Mr. Chairman. I just want to share condolences on the passing of Mark Caso, a distinguished resident of the Drainville District and a resident of Great Falls. Great Falls has lost their revolutionary war soldier. Mr. Caso would always be there at the 4th of July parade dressed as a Revolutionary War soldier. He was an accomplished attorney, the president of the Construction Industry Roundtable in McLean, and a respected industry advocate. But you can tell just by the fact that he was, as I said, always out there dressed in Revolutionary garb on the 4th. that he was deeply devoted to his community and that he lived an interesting life. He was also a longtime supporter of Lift Me Up therapeutic horseback riding and he was a cherished artist at the Arts of Great Falls.

It was kind of fun reading some of the memoriams of him and somebody wrote in the comments that they just liked painting with him. I hadn't thought of that one. But he prioritized family above all else. He was a devoted husband to Julie Caso, father to Nia and Nick, and proud grandfather to Asher.
