Good morning, everyone, and welcome to our board meeting of June 11th, 2024. And this morning, we have a number of presentations that I know you all are here for. But before we do presentations, we always pause for a moment of silence to be followed by the Pledge of Allegiance. And in a moment, I will ask all those who are able to rise for that moment of silence and the Pledge of Allegiance. But before that, I'm going to ask my colleagues if they have anyone that they would like to keep in our thoughts and prayers, anyone that they would like to remember. And I'm going to start just by mentioning a few and then invite my colleagues to share their thoughts as well. And I want to begin by recognizing Diego Ariaza, 28-year-old of Annandale, and Uralden Pardo, 28-year-old of Lincolnia.

and their eight-year-old child who were unfortunately fatally struck by a train in Springfield on the evening of Wednesday, June 5th. And all three were on the northbound elevated train tracks and encountered a traveling freight train. And I know our police are still investigating this incident, but most importantly, if we could keep these individuals, this family, in our thoughts and prayers, that would be appreciated. Secondly, I want to mention Lois McClellan, who doesn't have any direct ties to Fairfax County, but Lois McClellan is the mother of Congresswoman Jennifer McClellan, who is a longtime friend of mine all the way back from our college days. Her mom passed away on October 22nd, 19, I'm sorry, her mom passed away on May 28th, and she was originally born

on October 22nd, 1932, was the first in her family to attend and graduate from high school. And Lois McClellan earned a degree in home economics from Jackson State University in 1957. a master's degree from the University of Kentucky, and was the only woman and African American in her class at the time. Most remarkably, she nearly finished her PhD from Virginia Tech. She was continuing to study. She spent most of her career in higher education, retiring as the Director of Educational Services at Virginia State University. She was a life member of Delta Sigma Theta Sorority Inc., holding several leadership positions, and was involved in the Petersburg chapter of Jack and Jill of America, the Chesterfield County Democratic Committee, and served as a Girl Scout troop leader

and civil rights leader in her community. Um, if we could keep Congresswoman Jennifer McClellan, uh, and certainly her mom, Lois McClellan, in our thoughts and prayers. Uh, next, I'm sad to, uh, announce the passing of, uh, William David Dolan III, uh, better known to many of us as Bill Dolan. Uh, he passed away on May 28th in Arlington, Virginia. after a brief illness and Bill was twice the Democratic nominee for Virginia Attorney General and served in both the United States Army and the United States Navy. And perhaps the longest lasting impact of Bill's many endeavors was through the law profession. Bill was a giant in the legal community and his impact on the profession was immediate and long lasting.

He was often referred to as the lawyer's lawyer, and he was trailblazing in many of his contributions to the legal profession and to public service and served as the president of the Virginia State Bar and established the Lawyers Helping Lawyers program. which is the Standing Committee on Women and Minorities in the Legal System, the Virginia State Bar's Mandatory Professionalism Course for New Lawyers, and the Virginia Mandatory Community Continuing Legal Education System. And Bill was a member of the Advisory Committee on the Rules of the Court of the Virginia Supreme Court. And if we could keep Bill Dolan in our thoughts and prayers. And then lastly, I want us to remember Andrew McGuckin, And this one is personal for me because Andrew was my brother-in-law who passed away last week suddenly of cardiac arrest at the age of 51.

at Mount Vernon hospital. And I mentioned this because Andrew got the, got bit by the civic bug. Uh, and he served for many years on the Grofton civic association, including, uh, most recently as president of the growth and civic association, which of course, of course encompasses, uh, both Franconia and Mount Vernon districts.
