Uh Somebody else? uh vice mayor uh semino johnson um Councilmember Cummings, Nacy and Wilt were absent, so you will be abstaining. Um all in favor and to keep by saying aye. One, two, three, four, five. No, four. Four. Four. Uh nays. And uh abstain. three. So that's four zero three. The regular session minutes of january twenty eighth, two thousand twenty five. Uh we have a proclamation tonight and it is for um Black History Month. And I have it here somewhere. I just have to find it. Here it is. I will read it into the record and then I will ask Tammy Carter to come up front. uh and join me.

This proclamation is for Black History Month, february twenty twenty five. Whereas in February of nineteen twenty six, sixty one years after the ratification of the thirteenth Amendment to the United States Constitution, doctor Carter Woodson, a noted historian, desired to recognize the achievements and the contributions of African Americans in this country. Whereas the month of February was appropriately chosen to recognize the accomplishments of African Americans as it contained the birth anniversaries of Abraham Lincoln and Frederick Douglass. Whereas during Black History Month we celebrated the many achievements and contributions made by African Americans to our economy, to our economic, cultural, spiritual, and political development.

Whereas the town of Leesburg serves as the location of the annual doctor Martin Luther King Junior March in celebration. Which attracts hundreds of attendees to the Loudoun County Courthouse lawn to walk in solidarity for equal rights for all and to honor doctor King's l legacy. Whereas we recognize Tammy Carter, the MLK Diversity Engagement Foundation chairwoman, for her hard work and effort in organizing the annual MLK march and celebration. Her leadership brings the residents of Leesburg together to show support in advancing equality and social justice. an opportunity for all. Therefore proclaim that the mayor and the council of the town of Leesburg, Virginia hereby proclaim february twenty fifth as Black History Month in the town.
