So the first proclamation is in recognition of outstanding service to the Thomas Bulch Library Endowment Foundation, and that will be read by Councilmember Nacy. And then we have the National Gun Violence Awareness Month, and that will be read by Councilmember Steinberg.
In recognition of outstanding service to the Thomas Balch Library Endowment Foundation, whereas Alexandra S. Gresett, James H. Hirstman Junior, the Honorable Thomas D. Horne. Ronald A. Rust and Keith C. Troxel formed the inaugural board of directors strategically bringing together key representatives from the Thomas Balch Library, the Thomas Balch Library Advisory Commission, the Friends of the Thomas Balch Library, Leesburg Town Council, and a vital at-large member. And whereas Gressett, Hirschman, Horn, Rust, and Troxel championed the establishment of the Thomas Fulge Library Endowment Foundation, bringing to fruition a shared vision of a foundation to receive, maintain, and administer assets in perpetuity to support the library's program and outreach services.
Through their advocacy, the foundation was authorized by the Virginia General Assembly and solidified. by the Leesburg Town Council in twenty thirteen. And whereas the inaugural board developed and secured approval for the foundational articles of incorporation and bylaws, meticulously crafting the governance structure essential for the foundation's enduring success and fiscal integrity. And whereas the inaugural board navigated initial procedural intricacies, including crucial milestones such as the 2015 amendment to the town code and the establishment of the endowment foundation's 501c3 status, and whereas the inaugural board laid the groundwork for the diligent stewardship of the endowment fund, establishing protocols to safeguard the fund's longevity and stability.
Securing an enduring financial legacy for Thomas Balch Library and ensuring the endowment fund can continues in perpetuity to be dedicated to supporting the library's program, missions, and collections. Therefore, proclaimed that the mayor and town council of Leesburg in Virginia recognize Alexandra S. Gressett, James H. Hirschman Jr., the Honorable Thomas D. Horne. Ronald A. Russ and Keith C. Troxel's outstanding service to the Thomas Balch Library Endowment Foundation for more than a decade and their significant dedication to Thomas Balch Library's mission and the preservation of its collections.
