Thank you, ma'am. As we gather here tonight, let us all reflect on the blessings and opportunities that we have and recognize, respect, and enable those who are less fortunate. May we be better stewards of our community than those that came before us, always striving to improve the health, welfare, and quality of life of our citizens. Uh at this time may we seek to find common ground through our shared sense of community, appreciating the differences of thought and having conversations to help us reconnect and respect our fellow neighbors and visitors. Amen.

So um this is our first meeting back after six weeks. So we may be a little rusty. Don't get uh don't get upset with us. Um let the record reflect that all members of council are present. Um If I know we have no remote participation. So I have two sets of minutes. The work session minutes of Um the minutes of july twenty first, two thousand twenty five.

Opposed? That passes seven zero. We have two proclamations today. Um the first one Um is for Constitution Week and um I will read it and then ask for a motion. Uh, whereas the United States Constitution stands as a testament to the tenacity of Americans throughout history to maintain their liberties, freedoms, and uninalienable rights. And whereas September seventeenth, two thousand twenty five marks the two hundred thirty-eighth anniversary of the drafting of the Constitution of the United States of America by the Constitutional Convention. And we ask the American people to commemor commemorate the anniversary with appropriate ceremonies and activities, whereas it is fitting and proper to accord official recognition of this magnificent document and this m memorable anniversary, and to the patriotic celebrations which will commemorate it.
Whereas we recognize the efforts of the daughters of the American Revolution. DAR to educate the public about the United States Constitution through their ongoing programs, outreach, and dedication to civil civic education. And whereas the tradition of celebrating the Constitution was started many years ago by the National Society, Daughters of the American Revolution. In nineteen fifty-five, the DAR petitioned Congress to set aside September seventeenth through the twenty-third annually. For the observance of the Constitution Week. Congress later adopted the resolution to do so, and public law nine one five was signed into law on August second, nineteen fifty-six, by President Dwight D. Eisenhower.
Therefore proclaimed that the mayor and the council of the town of Leesburg in Virginia do hereby pro proclaim the week of September seventeenth through the twenty-third as Constitution Week in the town of Leesburg. And we urge all citizens to study the Constitution and to reflect on the privilege of being an American with all the rights and responsibility with that privilege involves. Do I have a motion? And I will read that and ask for a motion. Whereas childhood cancer describes more than twelve types and countless subtypes of cancers affecting children, which typically cannot be attributed to environmental or lifestyle factors such as many forms of adult cancer.
