Leesburg Town Council work session of uh august twelfth, two thousand twenty four. Um We have a quorum so we may begin. Uh our first item for discussion tonight is the police station expansion and renovation project.
Good evening everyone. I'm Christine Rowe. I'm a senior engineer in public works and capital projects, and I'm here tonight to talk to you about the Leesburg Police Station Expansion and Renovation Project and give you an update on construction. So just to provide a brief overview of the project, uh we're constructing in addition to the main building, it's just under fifteen thousand square feet. We're gonna renovate the existing main building. And the key features of the project are we're improving site security, IT infrastructure, electrical plumbing, and HVAC systems. We're updating the emergency communication center, also known as the ECC. Uh we're gonna build out locker rooms and add a fitness center to the building.
We'll have dedicated quiet and lactation rooms. We're adding a secure outdoor courtyard space, expanding the secured parking area, so we're gaining forty six additional parking spaces on site. And then we're gonna be adding E V chargers. So we'll have two public and two private chargers as part of the project. an update on budget. So this is as of the end of July. So we have twenty six and a half million dollars just about uh dedicated to the project.
What are the key features and budget of the Leesburg Police Station expansion and renovation project?
We've spent just over nine million dollars so far, and then on top of that we have an additional thirteen and a half million that is encumbered already, which leaves a balance of just under four million dollars. So schedule update, the project started construction in fall of twenty twenty three. Initially we were looking at the addition being done fourteen months after that start and the entire project being done twenty four months after that start. Uh the current schedule we're about five months behind. Uh we're looking at having the addition done in spring of twenty twenty five and final completion in February of twenty twenty six. And that delay was primarily driven by complications with utility relocations with Washington Gas, as well as some issues with finding unknown utilities on site.
Uh we're currently looking at possibly rephasing some of the work since it's phase construction, so we're able to keep the police station open during construction. And if we do that rephasing we may be able to recoup some of the lost time. So progress so far. We have initial site work and utility relocations done. In the secure parking lot area we have walls up. Uh new gates are being installed and the paving for that expanded parking lot is almost complete. For the building addition, foundations have been installed. We're putting up the walls currently and steel framing is going in. inside of the building for the community room. Uh it's been closed intermittently since June because we've been working on doing IT work to get ready for the majority of the interior renovation work.
So moving on to some pictures of what we've done so far. So in May this is looking at the secure parking lot work. So you can see the asphalt going in and the walls going up. Oops, too far.

So also in May, this is a a view of some of the foundation work that was being done for the addition. So you can see a drone picture and then on the ground. In June we had our first of two slab pores for the addition. So you can see that in the picture, the work being done. Next up in July was the second of those two slab pores which completed the foundation for the building. And then most recently this month we have the addition walls going in and the steel being installed. So on the left Uh it's a view of the walls going up. in the front of the building and on the right is looking from the backside of the building. So more pictures of the steel and walls going up. So this just shows the steel. You can see it more in the pictures in the crane that's installing those.
Now that we're out of the ground the work's going a lot quicker than it was previously.
