I'll just remain right. Good evening, Madam Mayor, members of the council. I'm Doug Wagner. I'm the Assistant Director of Capital Projects. I'm here this evening to give you all an update on the WNOD Trail Lighting Project. Um quick location, the trail is located in between Catoctin Circle Southwest near Loudon County High School and Catoctin Circle southeast near the car wash. It's about one point two five miles long. Um the importance of the W O D trail um WNAOD Trail is a major part of the regional bike ped network and for Leesburg it's one of the only paths that people can get f um east west through town without touching a small sidewalk or getting on a road. As far as town plan supports um uh town plan um this project
expands access to the town's most important resources. Um most importantly the historic district, open spaces and natural areas. It improves bicycle and pedestrian infrastructure and prioritizes pedestrian and bike safety and comfort throughout the town. Project Milestones um in two thousand nineteen uh project came up before you all to see if it was even possible. Um two thousand nineteen to two thousand twenty staff talked to um Nova Parks and several other jurisdictions, figured out that the trail is lit in other jurisdictions and that Nova Parks would support lighting it in the town. 2020, a project was created and added to the fiscal year twenty-one CIP, anticipating starting uh preliminary design in fiscal year twenty-four.
Fiscal year um May May second we had had our first community meeting. This community meeting was had no detail, just basically outlining what we were thinking about doing to get input from residents. That meeting was very well attended. A lot of people that lived addition to the trail had a lot of concerns about glare and light trespass. There were um also people in favor of it, but at that first meeting many of the people had concerns about what lights we were gonna use and that we were gonna infringe on on their living rooms with our with our project. So with that information, took that information and went into our first conceptual design. Uh November fourteenth we brought that conceptual design to a second public meeting and here tonight just to give you all an overall update on where the project stands to date.
When we started doing our review, we looked at many different light fixtures. There were three that popped out as um night sky compliant. low light trespass and would work well for this area of the trail. First we did look at the lantern type style that we're using downtown, already accepted from the BAR. Um that tends to be more the light is focused over the center of the light and it and it's on the outside of the trail, so it brings light closer to the residences. We looked at bollard lights, um bollard lights much lower. There were a a fair amount of concerns from bicyclists and pedestrians that the glare would be in their face. And we also figured out that for ballards we'd have to use many more lights than um just if we were to do a lantern or the pendant light, which is what we what we focused on.
Um pendant light is currently used in Herndon. It focuses the center of the luminaire over the trail. Um it is dark sky compliant. um hangs directly over the center line of the trail and in this uh at the very bottom where you see very bad, bad, better and best. The the fixture that we're looking at is much more on the best side of it. Uh picture of our conceptual design really just basically shows you can see the center of all the little dots. Uh that's the center of uh the luminaire. All of the all of the light is pretty much on the trail out to the outside properties. No light trespass or very, very little light trespass on any properties outside of the trail. of the residents feedback that we got, uh we received about ninety three records, ninety three um different comments of those um half live adjacent to the trail.
The majority of the remaining third were within the majority of the main remaining were within one mile of the trail.
