What is the purpose of the town manager job description discussion?
I'm
still here. Good evening, Mayor, members of council. This agenda item is a discussion about the town manager job description. As you all know, the job description contains the duties, responsibilities, and qualifications for a particular position. We have job descriptions for all positions within the town in a similar format to the town managers that you have. If or when council recruits for a town manager, the job description will be used by a recruiter or consultant to develop a candidate profile for use in advertising. Your agenda packet contains the town manager job description that we have on file. You also have a draft job description submitted by Vice Mayor Seminole Johnson. I'm available for questions and happy to incorporate any feedback council has into the job description, but we'll turn it back to you, Mayor, for further discussion.
So could you clarify what you said previously just a minute ago about what would be where would this job description go? You said it would go to the
Sure, so we certainly use them internally, but in the context of recruiting for a position like town manager, a consultant or recruiter would take the job description, as well as feedback from council, and they would develop a candidate profile, and that's what would be used in advertising for a position like a town manager, town attorney, department director.
And you wouldn't put any of these, this job description out until there is an actual opening,
correct? Typically, it would be when council is ready to recruit, yes, and move forward. Yeah.
Anyone else have any questions?
Madam Mayor, if I may just interject at this point in furtherance of the question that you asked. while the description itself might not be public, there are elements in the town charter, obviously, which is a public document. And one of the things we have to be sure of is that when we issue a job description, it is not inconsistent with anything that's in the charter. As we all know, the charter is an act of the assembly. And if there were something that was different than what's already in the charter, it would require an act of the General Assembly to change it.
Aren't there also requirements within the state there
are some they're very very general with respect to towns uh chief executives it's a little bit more specific with respect to county and and city chief executives but there there are some pretty general requirements with with respect to that in the in the state code yes ma'am
mr uh vice mayor simone johnson
thank you so I don't know if it was lost in translation, but having the town manager job description isn't what I was looking for. I thought we were gonna be proactive when we voted on this and I know it was deleted very rudely from the future items and then put back one at our direction again, but we were wanting to be proactive about this and discuss what we wanted to look for in the next town manager. But it doesn't seem like I'm hearing that tonight.
This is what was brought to us. It was the understanding of staff and what you were asking. And most certainly you have put your draft in here and we've been able to read it. So I'm not sure what you want to do at this
point. Just leave it, it's fine.
Does anyone else have any questions?
Mr. Wilk. Yeah, just a question on the, it's on the recruitment qualifications. I think it's on the second page of your description. It says bachelor's degree, public administration, at least 10 years experience in local government, five years as a city town manager. Where do those requirements come from?
I believe that those were in the job description previously. Are they required by charter
or state regulation in any way, or those are here by council? Those are not statutory, Mr. Weld. Not statutory. Okay. So we can modify them when the time comes? Correct. Okay. The same with the preferred qualifications, I presume?
Yes.
All right, great. Thank you.
Mr. Steinberg?
Yes. So again, at our retreat, I thought we had come to a consensus that we wouldn't get too involved in this until such time as the topic actually comes up and is required.
