Uh let uh let me start the uh uh Leesburg Town Council work session of May twelfth. Um, our first item for discussion tonight is the permanent barricades in downtown for public safety at town events. Chris, you're gonna do this one? Chris Koreff.
Chris Kore, Deputy Director of Public Works. Thank you for your time this evening. Um this is a result of Councilman Krukowski's request back in February to discuss and look into uh permanent barricades for public events. Um we'll go over ASTM standards first and go into what we currently do for town events and then possibilities for permanent barricade installations. Um ASTM is the American Society for Testing and Materials. They've come up with kind of a a standard for measuring crash ratings um just so that everybody's talking the same language if you go and do your own research you'll hear about K ratings that's kind of an old um DOD federal level crash impact or crash rating that uh it doesn't seem to be in use as much in the industry anymore.
Everybody's kind of leaning towards this ASTM. um rankings. You can see on the left it's kind of a a three character uh rating that explains what the rating stands for. The first column talks about the weight of the vehicle. Um it can range from a card to a pickup. Um a medium and a heavy duty truck. A lot of the ratings, um, a lot of the claims from the vendors lean towards an M thirty and up. Um The second column speed at the thirty, forty, or fifty just stands for miles per hour. And then uh P rating is the penetration that a vehicle will go past the limits of the barricade. So you'll hear us talk a lot about P two over the next couple of minutes. That seems to be the kind of the sweet spot for a lot of the portable and the medium duty barricades.
In the past, when we would set up, you've probably seen it downtown for King and Market. um King or King and Market King and Louden for the extended sidewalk dining program. We would predominantly just place a vehicle at the intersection or at the crosswalk and some class three barricades. So it's very, very quick and simple to deploy, but you do have limited protection because cars can obviously go around if they mount the sidewalk. Um and you also risk damage to a town asset which isn't preferred. Um our current practice, the last couple events you probably have seen were portable meridian barricades. We've rented those in the past and uh what the next slide will talk about the town actually purchased those.
Um They're very simple and quick to deploy as well. Obviously not as quick as parking a vehicle, but it it can take about ten minutes to set up across a a crosswalk. Um they go from a C thirty P two crash rating and they can um They can achieve an M thirty uh P3 rating as well, depending on the way the layout and the way that you set up the barricades. Um they are flexible and the nice thing is they're reusable. A lot of the permanent ones at with enough impact, you could actually ruin the barricade and and it would be a lot to replace it. Um they're also claimed that the meridians that we purchased are a are also ballistic rated, so a first responder responding to an event would have some level of cover if they stood behind or hid behind one of these barricades.
Um these this is an example of what we purchased. We have three trailers coming in June. Um that the trailers contained twenty six barricades, six gates and associated accessories. Uh the purchase cost for that was just under four hundred thousand dollars and that was with council approval. Um the intent for this was to cover small and large events so we can use them for the extended sidewalk dining program, but we can also use them for larger events like taste or flower and garden. Um the gates that are included in the trailer system, you'll see that on the right hand side. Um we did purchase those and the intent for that is to allow really quick access to an emergency vehicle or buy an emergency vehicle into the event space and then we can click quickly close it back off again.
