So let me open tonight's town uh council work session. Um we have four items on our agenda for tonight. The first item is the twenty twenty five Town of Leesburg Emergency Operation Plan Update. And who's giving this one? Hello. Amy Cornell Tickum.

I'm Amy Cornell Titcom, I'm the emergency management security coordinator, and I'm gonna talk to you about the 2025 updates to the emergency operations plan. Um, just to give you a little background, the emergency operations plan is the base level plan that guides emergency management activities across all town departments. It identifies roles and responsibilities, lines of authority and organizational relationships, and provides a description on how activities are organized and coordinated, and it's supplemented by a number of annexes. Um Virginia State Code requires each local jurisdiction to conduct a comprehensive review. And revision of its plan to make sure it stays current and then those updates have to be formally adopted by the local governing body.

So the major updates to the plan this year or the last couple of years include the inclusion of emergency Planning this addresses the Virginia Code, Title forty four, which focuses on protecting um equitable. Equitably treating minority and vulnerable populations. Emergency response plans are required to ensure equitable application and address the needs of minority and vulnerable populations. This includes those with access and functional needs, limited English proficiency, aging seniors, and families with young children. Some of the things that we're doing to do this is um different ways and methods of communicating, which are addressed in our crisis communications plan. Preparedness information which we give out in our citizen preparedness guides that addresses um

the min uh vulnerable minority populations, um, and then flexibility in the program to adjust response and recovery to meet the needs of those impacted. We've also added um roles and responsibilities, so there's additional responsibilities added to the coordinator. Uh the emergency coordination hub and the responsibilities under that that replaces the emergency operations center. notification and activation which correlates to the emergency coordination hub. And then training, exercise, and improvement planning. Um going forward we'll have an integrated preparedness plan, which is one to three years of um training and exercises that uh focus on our areas that we're working on with planning and um training.

Homeland Security Exercise and Evaluation Program, so all of our exercises will be conducted utilizing this method as well as the documentation. And then an after action policy which we've um created for the town and has an improvement plan process associated with that. Other plan updates um that'll be on the corresponding slides are the threats and hazards. We'll go over the emergency coordination hub structure, FEMA lifelines, incident annexes, and then we've removed the emergency support functions or ESFs um because we've restructured how it's organized. So threats and hazards. Um these have been updated. The Northern Virginia Hazard Mitigation Plan, which was formally adopted in twenty twenty two, and then the Loudoun County threat hazard

Threat hazard identification and risk assessment, thyra, um, specific to the town of Leesburg annex. So these were updated in the plan to reflect those updates to those plans. Um this is the new structure. This is the emergency coordination hub. And this reflects the partial activation. Um This correlates to the town functions and capabilities. So this is a combination of the incident command structure and an incident support model. We still have um let's see if I can make this work right, the uh command functions at the top, which are the same as what they were before. And then um that coordination with Loudoun County Emergency Operations Center. But we've added the function of a business liaison as dictated by the incident, um, the department operations center.
