let me call to order today's Town Council Work Session of July 21st, 2025. Our first item for discussion tonight is the Leesburg Police Department 2024 Crime Report.
Good evening, Mayor and members of Council. I'm Chief Thea Perna, and I appreciate tonight's opportunity to present the Leesburg Police Department's 2024 crime report. Tonight's briefing will be divided into two parts. First, I'll walk you through the core crime data that we report annually to the National Incident-Based Reporting System, NIBRS, including what we categorize as Group A offenses and Group B arrest. After presenting those foundational numbers, I'll pause for any questions or clarification. And in the second half, I'll cover calls for service, traffic-related incidents, and take a deeper dive into a few key areas like organized retail theft and the W&OD trail incidents. Before we get into the numbers, I want to briefly explain how we interpret the trends.
So first, the 2024 was compared to the average of the three previous years covering 2021 through 2023, so you can get a real analysis of what's going on. You will see on the table NSS for not statistically significant. This was used when incident averages are extremely low as in the single digits. And then no change would be where there was under a 5% difference from our three year average. 2025 year to date refers to data from January 1st through June 30th of this year. And then the 2025 year end projections were calculated just by doubling the year to date number. This gives us a general directional sense, but we should be cautious in interpreting these as our final outcomes, since crime trends tend to be seasonal in nature.
In particular, something like retail theft tends to be highest in the fourth quarter of the year. So let's begin with crimes against persons, which includes assaults and other serious personal offenses. And I will highlight some of these. Is there? The pen? Oh, I'm sorry. So you will see for 2024, our average for kidnapping abductions. My apologies. Any color. Oh, I see. Gotcha. Nope. There we go kidnapping abductions down 38.6% and understand that's not people getting snagged off the street that's typically what happens like domestic situation them it's not freely within their own home when they're trying to escape like an argument, for example. Those are those are down over a three year average if we continue with our current trend they'll continue about the same.
All sex offenses are down pretty significantly. Rape, criminal sexual conduct, you see 62%, 21%. If we continue, same thing. We will have positive trends in those categories. Other significant intimidation, that's usually threats, verbal threats, but not actual assaultive behavior. That is also down. So we're seeing really positive trends with our class... are crimes against persons, which is very important. Even though these numbers are low, these are instances that are significant on the impact of the lives of individuals. So we are very vigilant about continuing to monitor these trends. So the crimes against property, we have more mixed results here and they're trend sensitive. As you can see, Burglary is up 56.2%.
That is over the three-year average. We are actually approaching our pre-2020 numbers, our pre-COVID numbers. That I attribute a lot to the fact that people are now returning to work. They're no longer working from home. So we're seeing more break-ins as a result of that. So far this year, though, those numbers are statistically trending down. As you'll see, if we can continue how we're going so far this year with our interventions that we've taken, we will actually end 2025 on a positive note going down. Up is 71% for counterforgery. Up is also extortion and blackmail. These tend to be digital crimes we're seeing. Fraud here with the swindle confidence scam. You saw a lot of the jury scam cases we've been trying to advertise and warn people against.
We're seeing those people are falling victim and prey to those. Credit guard fraud, impersonation.
