This public hearing is to allow members of the public to address the board on the proposed budget for the fiscal year beginning July 1st, 2025, and ending June 30th, 2026, which is also called the FY26 proposed budget. And the proposed tax rates on real and personal property for tax year 2025, beginning January 1, 2025, and ending December 31st, 2025. This is actually a reconvening of the recessed 3 o'clock public hearing that we had today for comment on the proposed budget. Any members of the public may address the board at only one session.
Members of the public wishing to speak at this public hearing and have not already done so please sign up with the clerk to my left. Uh all members of the public who have signed up to speak will be allotted two and a half minutes. If you're in the boardroom, we ask when your name is called, please come to the podium and state your name for the record. The timer on the podium will indicate your remaining time. When your time has expired, please yield the floor to the next speaker. Per the Board's rules of order, uh when a member of the public has provided comment in a language other than English and chooses to use an interpreter, the member of the public and the interpreter will each have a minimum of two and a half minutes, but no more than three minutes except as otherwise noted.
If you're providing your comments via phone, I ask that you use a stopwatch to track your time. I will monitor your time in the boardroom as well and notify you when your time has expired. When taking public input, I will first ask if there's anyone in the boardroom wishing to speak, and then I will go to the moderator and ask if there are any speakers online. Please note that there is a slight delay between the broadcast and the boardroom. Although not all board members are present. President, and because we're taking no actions, we do not need a quorum here tonight. Uh however, I've been assured by the other members of the board that they will uh review the video recordings of the budget public hearings and listen to the public comments on the budget.

Good evening. Good evening. Thank you for the opportunity to be here. Uh my name is John Kefalotis. I moved to Loudoun County in twenty seventeen. For most of my life I've ignored local politics. That was before twenty twenty four when I noticed my property taxes had risen thirty four percent over a three year period. I wondered how that happened. With my curiosity piqued, I went to the county website and downloaded ten years of budget data. What I found was shocking. The data indicated over the period twenty fifteen to twenty twenty five. Local taxation collections increased a hundred and thirty four percent. Even though inflation and population growth were approximately Три сикс и твотиво процент о да період респектив.
It seems fairly clear that the board's spending habits are excessive. Last two єurs or worse. The proposed FY twenty twenty-six budget increases locks local tax collections by ten point nine three percent over twenty twenty five. Under the proposed FY twenty twenty six budget, the compound growth in local tax collections is a whopping twenty-six percent over the two-year period. The same period dur during which population growth is barely one percent per year. And inflation is approximately three percent year per year. Is this reasonable? I don't think so.
