It's all of ours. Well, good evening, supervisors. Good evening, staff. Good evening, Loudon. I'm going to call to order the January, I'm sorry, February 6th, 2024 Loudoun County Board of Supervisors Business Meeting. This room has a hearing loop. If you need hearing assistance, please switch your hearing aid to the telecoil mode. If you need a headset, we have those available as well. Please see the clerk to request one. Pursuant to Virginia Code Section 2.23708.3, and the Board of Supervisors rules of order. Supervisor Turner requested to participate in this meeting by electronic communications. Supervisor Turner, you literally are on camera right now, so don't do anything, right? Okay. Well, I just wanted to establish proof of life, so I'm gonna turn off my video.
Phyllis J. Randall 8:18
Wonderful. A physical quorum of the Board of Supervisors is present in the boardroom, and the Board has made arrangements for the voice of Supervisor Turner to be heard by all persons in the boardroom. Supervisor Turner made this request within the required time frame, and the county attorney determined that Supervisor Turner's request meets the qualifications to participate remotely. The board will record in its minutes that Supervisor Turner participated remotely from a private location in Sedona, Arizona for personal reasons. Supervisor Glass, if you would lead us in words of inspiration and the Pledge of Allegiance, I'd appreciate that. Thank you, Madam Chair. I have a couple of quotes, one from one of our past historical

great Americans, Martin Luther King. The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy. And the other quote

is from Ava DuVernay. When we're talking about diversity, it's not a box to check. It is a reality that should be deeply felt and held and valued by all of us. Can you please stand for the pledge?

I AM ASSUMING THAT MR. SAINZ WILL BE HERE AS SOON AS POSSIBLE. I DO BELIEVE HE'S COMING FROM WORK TODAY. ALL RIGHT. I'M GOING TO READ THE PROPOSAL CONSENT AGENDA. THE PROPOSAL CONSENT AGENDA IS AS FOLLOWS. ITEM R1, RESOLUTION TO RECOGNIZE GIDEON FERNANDEZ FOR HIS CARNEGIE HALL PERFORMANCE. THAT'S FOR APPROVAL AND PRESENTATION. R2, Proclamation to Recognize February 2024 as Black History Month in Loudoun County. 1A, Appointments and Confirmations. Item two, Administrative Items Report for February 6th, 2024. And item five is the proposed resolution approving the Voluntary Settlement Agreement with the Town of Leesburg regarding the annexation of Compass Creek. It's motion one in the item and revised attachment one.
Phyllis J. Randall 10:42
However, there was one, there was some language left out of that motion. It's fairly benign, bland language, but since it was left out of the motion or the attachment, I'm gonna go on and read it just for the record. Under the agreement, under the therefore be it resolved section on number two, the county administrator is authorized and directed to make such changes to the agreement as may be necessary, appropriate, and consistent with the term sheet and approved to form by the county attorney and signed the same on behalf of the board. So that's just information. That was just a sentence that was inadvertently left out. So I want to just read that into the record. That is the consent agenda. I will make a motion to approve.
Phyllis J. Randall 11:35
Is there a second? Second. Motion is made and seconded by Vice Chair Brixman. Discussion on the motion for the consent agenda. Mr. Kirshner. Madam Chair, just a clarification. So number five was placed on consent with that amendment that you just read. Exactly. I just want a clarification. Thank you, Madam Chair. And I'm very glad we were able to come to an agreement. Hopefully we can resolve this completely. I believe Leesburg is going to also adopt this. So we're looking forward to making sure some really great things happen in this voluntary settlement agreement.
