I'd like to call to order the September sixteenth, two thousand twenty-five Loudoin Camboard Supervisors Business Meeting. This room has a hearing loop. Please see the clerk to my left to request one. on this evening Mr. Laterno will lead us in uh an invocation or words of wisdom and then the Pledge of Allegiance. Mr. Laterno.

you, Madam Chair. Um Heavenly Father, over the last week, our country has experienced some turmoil. We had the anniversary of one of the worst incidents, attacks in our country's history, with thousands of victims at the time, and then many more in the years since 9-11. We had continued violence in our cities and even in our schools. And we had an act of political assassination. For speech. And so in this moment, we ask you for wisdom, we ask you for help, we ask you for humility, we ask for this boardroom to be a place where citizens can come and express their point of view, where we can debate issues and civilly interact with each other, and we ask for your prayers for all those victims and for all those who have been affected by these tragedies.
Amen. It isn't that. Yeah. For which it stands on a nation under God in the visible with liberty and justice for all. Mr. Laterno, I don't I don't I don't think I've ever commented on a a person's invocation of prayer. But I really do appreciate you t talking about the fact that there were so many people who lost their lives after nine eleven because we we often focus on the almost three thousand on that day, but there were thousands more, especially first responders who who because of nine eleven lost their lives. And then not to mention people who w dealt with the emotional struggles of nine eleven. That's very rarely talked about. Really appreciate you saying that. Thank you. Okay. Although, Mr. let's just do this.
Mr. Turner is on with us. I'm gonna read the um the uh disclaimer in just a second. He is here. Mr. Sainz is um, I think going to be joining us virtually because he doesn't feel well. Um so I'm not sure if he's gonna join us virtually or if he's going to come in. If he comes in here and he is sick. I'm sending him home because I am not getting sick. Um Mr. Kirschner Is on his way and who am I missing? Who is Miss Glass is also on her way? She'd be about an hour late. All right, co so pursuant to code Virginia Code Section 2.2-3708.3 and the board's rules of order, Vice Chair Turner and Supervisor Sainz have requested requested to participate in this meeting by electronic communication. A fiscal quorum of the board of supervisors is present in the board.
Room and the board major have made arrangements for the voices of Vice Chair Turner and Supervisor Sayance to be heard by all persons in the boardroom. Vice Chair Turner and Supervisor Sainz made the request within the required time frame, and the county attorney determined that the request meets the qualification to participate remotely. The board will be will record in its minutes that Vice Chair Turner participated remotely from a private location in my place where I was raised, Denver, Colorado, for personal reasons. Supervisor Sainz participated remotely if he does, from a private from his private location in Loudoun County due to medical reasons. So just to make sure he can hear us, Supervisor uh Vice Chair Turner, can you hear me?
Well loud and clear, Madam Chair. Wonderful, wonderful. All right. I am going to read the agenda um item at this moment. Um item number seven will remain on the agenda because we did not hear back from the attorney for that item, but we can discuss that later on, but it will remain on the c on the agenda and not on the consent agenda and will not be deferred and we will have that discussion when we get to item number seven. So the consent agenda is very long, so if you would all just um bear with me.
