Well, good af evening, Loudoun. Good af evening staff and good evening supervisors. I'd like to call to order the November fifteenth, two thousand twenty three Loudoun County Board of Supervisors public hearing. This room has a hearing loop. If you need hearing assistance, please switch your hearing aid to the telecall mode. Um if you need uh any other assistance, we have um headsets that are available if you want to see the clerk. Would everyone please join me in the Pledge of Allegiance? I pledge the pledge allegiance to the flag of the United States of America
Marshant Schneider 12:28
and to the Republic for which it stands, one nation, under God, indivisible, with liberty and
Marshall Brown 12:35
justice for all.
Phyllis J. Randall 12:41
For some reason, Mr. Buffington I mean Mr Mr Mr Yeah, Mr Kirstner or Mr. Sainz has a pledge of allegiance competition whenever we say it, like who can say it loud or more robustly? I'm not quite sure what that's about, but we we do appreciate the Americanism of both of them right now. Okay. As a reminder to all members of the public, if you're addressing the board this evening, you may only sign up to speak on one matter that has been advertised for the public hearing. Due to the broadcast delay, any member of the public who is not in the board room wishing to address the board on items one, two, three, four, five, six, seven, eight, nine, and twelve, which are on the consolidated hearing agenda, please.
Phyllis J. Randall 13:32
Please call the number scrolling across the screen at your time. If you signed up to speak, you'll be allowed two and a half minutes. If you're in the boardroom, we ask that when your name is called, you please come to the podium closest to you. Um, state your name for the record, and the timer on the podium will tell you how much remaining time you have. When your time has expired, please leave the floor to the next speaker. If you're probably if you are providing comments uh via phone, I ask that you use your own. stopwatch because you can't see the board timer and I don't want to stop you when you get to like two minutes because it interrupts your flow. So this I'll stop you when you're finished, but just clock yourself when you're when you're doing it.
Phyllis J. Randall 14:09
And when taking public um uh items when p taking public input put for items, I will first ask if there's anyone in the boardroom to speak and then I will go to the moderator. to ask if there are any speakers via online. Our moderator today is Lisa Kennis. Lisa, can you hear me?
Lisa Kennis 14:28
Yes, Chair Ma uh yes Chair Randall, I can hear you. Thank you.
Phyllis J. Randall 14:33
Um Supervisors, especially supervisors Laterno and Turner, I added number one to the consolidated agenda. Um now now I have separated the the motions in number one because for one of the nonprofits, Mr. Turner, is on the um on the board. And so he's going to want to abstain on that motion. So that's why I've separated those out. Ms. Laterno, I know that you are are very consistent and abstaining on the motions altogether, but you'll be able to do that even on the consolidated agenda motion. So so I didn't feel like we need to spend more time on it when we didn't need to. So the consolidated agenda is as follows. Nonprofit organizations request for property tax exemption by designation. Number two, resolution approving the public use and necessity of acquiring certain real property and authorization for the acquisit acquisition of

Item four, resolution authorizing the public use and necessity of acquiring certain real property and authorization uh and authorizing the acquisition by imminent domain. That is for Route Nine and Route two Eighty Seven Roundabout Project. Item five, resolution Approving the public use and necessity of acquiring certain real property and authorizing the acquisition by eminent domain.
