What is discussed at the start of the public hearing and how is the meeting opened?

Phyllis J. Randall 7:22
Am I on? Okay. We are on, so we're gonna start again. Can you guys hear me? Can everybody hear me? Am I hearable? Yes, okay. All right. Good evening supervisors, good evening staff, and good evening Loudoun. I'd like to call to order the December 13th, 2023 Loudoun County Board of Supervisors public hearing. As a reminder, all members of the public addressing the board this evening, you may sign up to speak on matters that are on the agenda and advertised for the public hearing. You may speak on one item. Due to the broadcast delay, any member of the public who are not in the room WISHING TO ADDRESS THE BOARDS ON ITEMS 2, 3, 4, 5, 6, 7, 9, AND 10, WHICH ARE ON THE CONSOLIDATED AGENDA, PLEASE CALL THE NUMBER THAT IS SCROLLING ACROSS YOUR SCREEN AT THIS TIME.
Phyllis J. Randall 8:16
IF YOU SIGN UP TO SPEAK, YOU WILL BE ALLOTTED TWO AND A HALF MINUTES. IF YOU'RE IN THE BOARD ROOM, WE ASK THAT WHEN YOUR NAME IS CALLED, YOU COME TO THE PODIUM THAT'S CLOSEST TO YOU AND STATE YOUR NAME FOR THE RECORD. The timer on the podium will indicate your remaining time. When your time has expired, please yield the floor to the next speaker. If you are providing comments via telephone, I'm going to ask that you start your own stopwatch if you're at home, because you're not going to be able to see our board's clock. And I don't like stopping people in the middle of their comments. And so keep your watch. And when you get to two minutes and 30 seconds, I will stop you. But I won't stop you before that.
Phyllis J. Randall 8:53
AND WHEN WE'RE TAKING PUBLIC INPUT, I WILL FIRST ASK PEOPLE IN THE BOARD ROOM AND THEN I'LL GO TO THE PEOPLE WHO ARE ONLINE. THE MODERATOR IS LISA KINNIS. LISA, CAN YOU HEAR ME?
Mamrie Porter 9:03
GOOD EVENING, CHAIR RANDALL. YES, I CAN HEAR YOU.
Phyllis J. Randall 9:06
GOOD EVENING. I WANT EVERYONE TO REMEMBER THAT THERE IS A SLIGHT DELAY BETWEEN THE BROADCAST AND THE BOARD ROOM. BEFORE I GO ON AND SAY OTHER STUFF, WOULD EVERYONE PLEASE JOIN ME IN THE PLEDGE OF RELIGIONS?
Phyllis J. Randall 9:38
So Loudon, I don't know why this happens, but Supervisor Saenz and Kirshner seem to have a Pledge of Allegiance contest. And so they both just out Pledge of Allegiance each other this time. And I think Mr. Kirshner won this time. I think Mr. Kirshner won that this time. So a couple things I want to say before we start. I believe the vast majority of you are here to speak on the zoning ordinance rewrite, which this is incredible to have all of you here, and first of all, thank you. Most of the emails, in fact, the vast majority of the emails we have received are people sending us emails encouraging us to pass the zoning ordinance rewrite tonight. I will tell you, I don't think that there's any possibility that the zoning ordinance rewrite won't pass tonight.
Phyllis J. Randall 10:29
We have been working on this for four years. Much of the input has come from the people who are sitting here. The staff has worked really hard on it. I don't know what the exact vote will be, but I do know that there's five people up here who are going to vote for the zoning owners rewrite. We have right now 53 speakers on that item alone. If you want to speak on that item, absolutely speak on that item. But if somebody else has spoken, they've said things that you want to say and you just want to show your support, you can do that. If you want to stand up and show your support, you can do that. If I get to your name and you think that's already been done, you can just say I associate myself with someone else's comments or whoever else's comments, and you can do that.
Phyllis J. Randall 11:10
You may speak on the item if you want to, absolutely, but you don't have to speak on the item because you're worried that it won't pass. I just don't believe there's five people up here who won't vote. I think it's going to pass handily, and I really do appreciate all the support from many people in this room, and we'll talk about that a little bit more later. IN THE MEANTIME, THE BOARD WILL HEAR THE FOLLOWING ITEMS AS A CONSOLIDATED HEARING. AS A REMINDER, ITEMS ON THE CONSOLIDATED AGENDA IS BECAUSE THERE ARE NO OUTSTANDING ISSUES, STAFF HAS RECOMMENDED APPROVAL, THE APPLICANT HAS WAIVED THE PRESENTATION, AND NO PUBLIC SPEAKERS HAVE REGISTERED IN ADVANCE TO SPEAK ON THE ITEM.
