What procedural items and agenda are introduced at the start of the hearing?

Phyllis J. Randall 5:12
Well good evening, supervisors, good evening staff, and good evening Loudoun. I'd like to call to order the January tenth, two thousand twenty four, Loudoun County Board of Supervisors public hearing. This room has a hearing loop. If you need hearing assistance, switch your hearing age to the telecall mode. If you need a headset, we have those available as well. Please see the clerk to request one. Would everybody please join me in the Pledge of Allegiance? I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Fuck the Quran. He's possibly in the night, right? He left already? Okay. All right, cool.
Phyllis J. Randall 6:02
Um all right. Um So as a reminder. All members of the public addressing the board this evening, you may only this uh you may only sign up to speak on matters that are before the board and has been advertised for this public hearing. You may only speak on items about the public hearing. Due to the broadcast delay, any member of the publics who were not in the boardroom, if you wish to address the board on items one and two, those are the two items that are on the consolidated agenda. Um please call the number that you see scrolling across your screen at this time. Um if you signed up to speak, you will be allotted two and a half minutes. If you're in the boardroom, we ask that when your name is called, you please come to the podium and state your name.
Phyllis J. Randall 6:47
I would also wouldn't mind if you actually state if you you don't have to state where you live, but if if you would state if you're a resident of Loudoun, that might that actually will help 'cause I need to know. That would help. Um Um the timer on the podium will indicate your remaining time. Your time has expired. Please yield the floor to the next speaker. We are providing comments via phone. I ask that you use us your own stopwatch to to time yourself. And that is because um I don't want to stop you like at two minutes because it interrupts your flow, but I will stop you when you get to two and a half minutes. And so do you have to just kind of time yourself. When taking public input for items. I will first ask if there's anyone in the room wishing to speak.
Phyllis J. Randall 7:30
When people are on the phone, I go to the moderator who is Andy Torles. Um and I will ask 'em to let me know who's online. Mr. Torles, can you hear me right now, sir? Mm Andy? Is it Andy tonight?
Unknown 7:45
Yes, he may be checking speakers in at the moment. Okay, well we're gonna hope
Phyllis J. Randall 7:48
he's checking speakers, but he is there and can hear us. Supervisors, we have two items on the consolidated agenda. I am gonna switch up the order of the actual agenda, the non-consolidated agenda, and I will talk about that after we do the consolidated agenda first. Um the board will first hear the two items on the consolidated agenda as a reminder these items are being consolidated because there are no outstanding issues. Staff has recommended approval. The applicant has waived its presentation time and no public speakers have registered to speak in advance on these items. The items are item number one, the Brambleton early withdrawal of parcel from North Cotochton South. And item number two, Potomac View Sign Development Plan.
Phyllis J. Randall 8:32
And so I am going to ask, are there any is there anyone in the room who'd like to speak on either one of those items? Mr. Torles, is anyone on the phone or the Webex would like to speak on either one of those items, sir? Okay, seeing none, I'm gonna close the consolidated hearing and I'm going to ask the Catoctin supervisor and the Algonquian supervisor to check your motion sheets and please make motions on the items that you see before you. I will tell everyone that Mr. Sainz will not be here tonight and so he will All the none of these would be all these would be without Mr. Sainz's votes tonight because he won't be he will not be joining us tonight. Mr. Kirchner, would you like to make a motion? Thank you, Madam Chair, and good evening to fellow supervisors and public.
