What are the opening procedures and speaker guidelines for the public hearing?
Yeah, I ate some fruit before I came down.
Well, good evening, supervisors, good evening, staff, and good evening, Loudoun. I'd like to call to order the July, I'm sorry, yeah, July 10th, 2024 Loudoun County Board of Supervisors public hearing. This room has a hearing loop. If you need hearing assistance, switch your hearing aids to the telecoil mode. If you need a headset, we have those available as well. Please see the clerk to request one. As a reminder, all members of the public who are addressing the board this evening may only sign up to speak on matters that have been advertised on the public hearing. Due to the broadcast delay, any member of the public who, if you're in the boardroom, If you wish to address the board on items one, two, three, six, and seven, which are on the consolidated agenda hearing, please call the numbers going across your screen.
Now, I do know in the past half hour, We did get somebody who'd like to address the board on agenda item number three, which right now is unconsolidated. So I will, when we get here to that item, I will call you up and address the board, and then I will ask the Catoctin supervisor if he believes we could leave it unconsolidated or not leave it unconsolidated after the speaker speaks to pending. But there is one item unconsolidated with one speaker, which is really very unusual. But we want to make sure that that person gets the chance to speak. If you sign up to speak, you will be allotted two and a half minutes. If you're in the boardroom, we ask that when your name is called, please come to the podium closest to you.
State your name for the record. The timer on the podium will indicate how much time you have left. When your time is up, please yield the floor to the next speaker. If you're providing your comments via phone, you probably can't see the boardroom timer, so I'm going to ask a favor, and that is that you keep your own time. I don't stop you when you get to two minutes because that interrupts your flow, but I will stop you when your time's up at two and a half minutes. And so if you keep your own time, you'll know when you should start wrapping that up. So if you could do that, I'd appreciate it. and when taking public comments, I will ask the people in the room first and then I will go to people online or on the WebEx.
I think tonight, I think Andy Torres is our moderator. Can you hear me, Andy?
I can hear you loud and clear.
Wonderful. Perfect. Fantastic. Thank you. And please note that there is a slight delay between the broadcast and the boardroom. Before we get started and do anything else, I will ask of all of you to please join me in the Pledge of Allegiance. I pledge allegiance to the flag of the United States
Thank you, thank you, thank you. All right, Supervisors and Loudon, I'm going to do the consolidated agenda and then I'm going to do item number five only because that item has three speakers and I think it would go pretty quickly whereas item number four right now has almost 80 speakers and could take a little longer and so I'm not going to, I think we can get five kind of knocked out fairly quickly AND RIGHT NOW, THOSE ARE THE ONLY TWO ITEMS THAT ARE NOT UNCONSOLIDATED IS ITEMS FOUR AND FIVE AS OF RIGHT NOW. SO SUPERVISORS, IF YOU PULL YOUR MOTION SHEET FOR THE CONSOLIDATED AGENDA ITEM OUT OF YOUR FOLDERS RIGHT NOW, I'D APPRECIATE IT BECAUSE WE'RE GOING TO HEAR THE FOLLOWING AS A CONSOLIDATED HEARING AS A REMINDER.
These items are being consolidated because there are no outstanding issues. Staff has recommended approval. The applicant has waived their presentation time, and with the exception of item number three, no speakers have registered to speak. Well, none have registered in advance, but then somebody did tonight. The items on the consolidated agenda are as follows. Proposed sale of county-owned affordable dwelling unit. That's the Broad Run District. I will go to Ms. Glass. Item two, amendment to Chapter 1480, Section 1480.02 of the Codified Ordinance of Loudoun County Affordable Housing Land Development Application and Development Permit Fee Waiver Program.
