What agenda items were introduced at the start of the Board of Supervisors public hearing?
Really?
Okay.
Hey, Mr. Turner, how are you doing?
All
righty. I'm beating the gavel now, you're good? Yeah. Okay. Good evening, supervisors. Good evening, staff. Good evening, Loudoun. I'd like to call to order December 10th, 2025, Loudoun County Board Supervisors Public Hearing. This room has a hearing loop. If you need hearing assistance, please switch your hearing aid to the telecoil mode. If you need a headset, we have those available as well. Please see the clerk to request one. Would everybody please join me in the Pledge of Allegiance?
allegiance to the flag of the United States
of
America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
OK, motions. Okay, as a reminder, to all members of the public addressing the board this evening, you may only register to speak on matters that have been advertised for the public hearing. Due to the broadcast delay, any member of the public who, if you are not in the boardroom, wishing to address the board on items one, two, and five, which are on the consolidated hearing agenda, please call the number that you see scrolling across your screen at this time. If you've registered to speak, you will be allowed at two and a half minutes. If you're in the boardroom, we ask that when your name is called, you come to the podium closest to you, state your name for the record, the timer on the podium will indicate your remaining time.
When your time has expired, please yield the floor to the next speaker. If you're providing comments via phone, I'm gonna ask that you use your cell phone, your stopwatch or something to track your time because when you get to two minutes, I don't want to stop you because it messes up your flow. but when you get to two and a half minutes, I will stop you, so if you could track your own time, that'd be great. When taking public input for items, I will ask first if there's anyone in the boardroom wishing to speak, and then I will go to the moderator and ask if there's anybody online to speak. One of our items, I think everyone speaking with us is online. Please note that there's a slight delay between the broadcast and the boardroom.
Our moderator this evening is Emma Harpengartner. Emma, can you hear me?
Yes, Madam Chair.
Wonderful. All right. There was an item that is being deferred. It is the Concord Industrial Park ZMAP 2024-0001, Special Exception 2024-0009, Texas Exception 2024-0040. Supervisor Saenz, I'm going to apologize to you because it is my practice to defer an item one time just by practice. If an applicant asks for an item to be deferred twice, I normally call the district supervisor and have that discussion with them. I did not realize that this applicant was making a request for a second deferral, which means I did not make a phone call to him wherever he's at. I'm apologizing to, where'd he go? Anyway, it's clear he doesn't care. But that's normally how I do that, but I didn't do that this time. The applicant did request a referral of item six, LEGI 2024-0002, Concord Industrial Park, ZMAP 2024-0001, specs exception 2024-0009, specs exception 2024-0040.
Therefore, this item will be deferred to the February 11th, 2026 public hearing. This item was advertised. And so if you're in the boardroom right now and you do wanna speak on the Concord item, you can absolutely still do that and speak on the item. It will not be heard until February, but if you wanna, yeah, February 11th, but if you wanna speak on the item, you can do that now and you can do that again in February. I will say, this item will not be deferred for a third time. So let's just say that right now. So I will ask, is there anybody here or on the phone that'd like to speak on item number six, the Concord Industrial Park item? I'll withdraw and I'll speak in February. You'll speak in February, okay.
Thank you, thank you very much. So we're going to adopt the consolidated agenda at this time. The board will hear the following items as a consolidated agenda. As a reminder, these items are being consolidated because there were no outstanding issues.
