Okay, thank you for everyone's patience. We are back and I'm going to call to order the February 11th, 2026 Loudoun County Board of Supervisors public hearing. Again, this room has a hearing loop. If you need hearing assistance, please switch your hearing aid to the telecom mode. If you need a headset, we have those available as well. As a reminder to all members of the public this evening, you may sign up to speak on only the matters that have been advertised in this public hearing. Due to the broadcast delay, any member of the public, if you're not in the boardroom and you wish to address the board on items one, two, three, and five, which are on the consolidated agenda, please call the number that you see scrolling across your screen at this time.

And one more time, pursuant to Virginia Code Section 2.2-3708.3 and the Board Supervisor's Rules of Order, Supervisor LeTourneau requested to participate in this meeting by electronic communication. A physical quorum of the board supervisors is present in the boardroom and we have made arrangements for Supervisor LeTourneau to be heard by all persons in the boardroom. Supervisor LeTourneau made this request within the required timeframe and the county attorney determined that the request meets the qualifications to participate remotely. The board will record in its minutes that he is participating from his home in Loudoun County due to medical reasons. Supervisor LeTourneau, can you hear us?

Yes, Madam Chair. Wonderful. Okay. So we do have four items on the consolidated agenda. I will read the countywide motion. We have a motion, two motions in the Broad Run District, one in the Catoctin District. So Ms. Glass and Mr. Kirshner, get ready to read a motion yourself in just one second here. but the first one's countywide and it is about the proposed amendment to the chart, to chapter 860.02 of the Codified Residence of Loudoun County penalty for delinquency. I move the Board of Supervisors approve motion 2B for the adoption of the amendment to chapter 860.02 as provided in February 11th, 2026. Hearing item number one, staff report. Motions made and seconded by Mr. Sainz. Any discussion on that motion, anybody?

Seeing none, would everyone please say aye? Aye. Nays? That motion will pass nine to zero. I should say that the consolidated hearing is a consolidated hearing because there are no outstanding issues. The staff has recommended approval. The applicant has waived their presentation time and no public speakers have signed up in advance for the consolidated hearing. Item two is a broad run district item, Ms. Glass. Thank you, Madam Chair. I move that the Board of Supervisors approve motion to be for the approval of the proposed conveyance as provided in the February 11th, 2026 public hearing item number two staff report.
