How does the Board open and set rules for the March 11, 2026 public hearing?
Good evening, supervisors. Good evening, staff, and good evening, Loudoun. I'd like to call the order of the March 11, 2026 Loudoun County Board of Supervisors public hearing. This room has a hearing loop. If you need hearing assistance, please switch your hearing aid to the telecom mode. If you need a headset, we have those available as well. Please see the clerk to request one. Everybody, please join me in the Pledge of Allegiance.
I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
Okay. This evening, Mr. Kirshner and Mr. Saenz will not be joining us. Mr. LeTourneau, we're making sure, will be joining us, we believe, virtually, because we're trying to get him on right now. But as a reminder, if you are a member of the public and you would like to speak this evening, you may only sign up to speak on matters that have been advertised for the public hearing. Due to the broadcast delay, If you are not in the boardroom and you wish to address the boards on items one and two, which right now are on the consolidated agenda, please call the number scrolling across your screen at this time. Mr. Laterno is on. If you sign up to speak, you will be allotted two minutes, up to two minutes.
If you're in the boardroom, we ask when your name is called, please come to the podium closest to you, state your name for the record. If you'd like to state where you reside, you may do that as well. The timer on the podium will indicate your remaining time. When your time is expired, please yield the podium to the next speaker. If you are providing your comments via telephone, I'm going to ask you to time yourself for two minutes because when you get to a minute and 30 seconds, I don't want to stop you because it'll stop your flow, but at two minutes, I will stop you. If you go on and time yourself because you cannot see the clock in the room, I would really appreciate that. When taking comments from the public, and I think today we only have one member of the public that is speaking,
I will ask people in the boardroom and then I will ask for the moderator for any speakers online. I will go to Andy Torres. Andy, can you hear us right now?
Yes, I can.
Wonderful. Pursuant to Code Section 2.2-3708.3 of the Board of Supervisors Rules of Order and the Board of Supervisors Rules of Order, Supervisor Letourneau requested to participate in this meeting by electronic communication. A physical forum of the Board of Supervisors is present in the boardroom. and the board has made arrangements for the voice of Supervisor Letourneau to be heard by all persons in the boardroom. Supervisor Letourneau made this request within the required timeframe and the county attorney determined that the request meets the qualifications to participate remotely. The board will record in its minutes The Supervisor Letourneau participated remotely from his office in Washington, D.C.
due to personal reasons. We can see you, you're on. Supervisor Letourneau, hi, how are you? Sorry you can't be with us this evening. Question, did you want item two off consolidated?
I want to suspend the rules and pass item two. Oh. I could pass, I could do that leaving it unconsolidated, but if that's not the case.
You can do that leaving it unconsolidated. You can. Yes, you can, yeah. I thought you wanted to take it off, which is completely the opposite of what you're actually trying to do. Wonderful, yeah, I'll get there in just a second, okay? Adoption of the consolidated agenda. The board will hear the following items as a consolidated hearing.
