What items are included in the consent agenda and how is it approved?

Juli E. Briskman 6:08
Good evening, I would like to call to order the January 14th, 2025 Loudoun County Board of Supervisors Finance Government Operations and Economic Development Committee meeting. This room has a hearing loop. If you need hearing assistance, switch your hearing aids to telecoil mode. If you need a headset, we have those available as well. Please ask the clerk. if you need one. Questions and comments are not timed during the Finance Committee meeting, but once a motion is on the table, committee members will have three minutes to ask questions and make comments for all items. Those would be the action items. So we are awaiting Supervisor Letourneau to arrive. I think he's just gonna be a few minutes late, but we do have quorum on the dais.
Juli E. Briskman 6:54
And so we can get started with the adopting the consent agenda. The proposed consent agenda is as follows. Item two, quarterly report upcoming contracts, third quarter FY 2025. Item five, contract renewal information, technology solutions and services. Item six, award authority increase information technology services. Item seven, FY 2025 Mid-Year FTE Authority for the Department of Information Technology. Item eight, 2024 Family Services Advisory Board Annual Report. Item nine, 2024 Loudoun Health Commission Annual Report. Item 11, Affordable Multifamily Housing Loan Program Application for Dogwood Farm Station Apartments. And item 12, Community Development Block Grant Reallocation. Is there a motion to pass the consent agenda?
Juli E. Briskman 7:51
So moved. Is there a second? Thank you. Motion made by Chair Randall, seconded by Supervisor Umstead. All in favor, please say aye. Aye. Any opposed? So we have that motion passing 4-0-1 with Supervisor Letourneau off the dais. We will now... move to the information items. Information item one, monthly Department of Economic Development report. Mr. Reiser.
Don Bredice 8:29
Thank you, Chair Bristman. Our item this month focuses on the Work in Loudoun program, which is now in its fourth year. Through this initiative, we provide a suite of customized professional services to connect the region's workforce with open positions in businesses in the county. We have three basic key audiences, regional employees and job seekers, current Loudoun businesses, and businesses or site selectors that are considering investing in Loudoun County. We track all employment data, support local and regional workforce efforts, all as a way to continue to diversify the economy by attracting top talent for our businesses. So pretty good news. Nationally, 256,000 jobs were added in December, which is above the economists' expectations.
Don Bredice 9:15
2.23 million jobs were added over the course of 2024, more than double the number expected by economists surveyed heading into the year. November is the most recent month for local unemployment data. The rate in Loudoun was 2.7, in Virginia 2.9, and 4.2 for the U.S. The recent BLS jobs report showed that in January it was down to 4.1%. for the United States. Job listing stats for Loudoun County, newly posted jobs in Loudoun in December 2107 and active jobs in Loudoun County in December 15,124. The most recent CPI report showed prices in November were up 2.7% compared to a year earlier. This is up slightly from 2.6% in October and 2.4% in September. But otherwise, it's the lowest it's been in four years before we had the rise in inflation following the COVID pandemic.
Don Bredice 10:12
And it's close to the Fed's long-range target of 2%. It's hard to say what the Fed will do, but I think they've already exceeded most people's expectations as far as lowering the rates. The next CPI report will be released tomorrow, and I don't know about you, but I'm excited to see which direction we're heading. While jobs, wins, and investment are behind the pace that we had in the last few years, the first six months of this fiscal year still ahead of projections with almost 2,000 jobs and just over $5 billion in investment. And I'm happy to take any questions.
Juli E. Briskman 10:47
Thank you. Just for clarification, CPI is Consumer Price Index? That's correct. Okay, thank you. Do my colleagues have any questions?
