I would like to call to order the March 4th, 2026 Loudoun County Board of Supervisors Finance, Government Operations and Economic Development Committee Capital Improvement Program Work Session. What is the purpose and goal of tonight’s CIP work session presentation?
Also, Chair Randall is in Columbus, Ohio right now for some important meetings for NACO and the health committee there. So we have one action item tonight. I have asked staff to go ahead and do a short presentation. We will then have one scenario, colleagues, that hopefully we can just by consensus ask staff to go ahead and put it in. The budget, that is Mr. Turner's scenario. And Supervisor Letourneau has informed myself and staff, I believe, that his scenario, which is first in the staff report, he's not going to move forward with that scenario. They have figured out another way to resolve some of the issues he would like resolved. So we will have one motion, one scenario, and then the final packet motion.

All right, good evening, Chair Briskman and members of the committee. Yesterday, you received the work session packet, which included the staff report detailing the results of the scenario that the committee directed staff to run for discussion this evening, as well as the question response memo. There were two questions from Supervisor Crony that we're not able to respond to for this packet. So those responses will be included in the March 9th packet. And as noted, we do have several slides to go through that discuss the scenarios. And the goal of this evening is to get the committee to forward the CIP with any amendments you make tonight to the full board's budget work session on March 9th. so just to recap all of the direction that the committee provided last work session that was to move funding from the stone spring shared use path and mill stream drive sidewalk missing links to the destiny drive long-term improvements move funding in the amount of 6.8 million from the belmont ridge road bicycle and pedestrian crossing of the dulles greenway and create the partlow road improvements project consider a scenario to add 120 000 for the town of hillsborough old old stone school renovation
also to send 500,000 for the Southern Service Center planning study to the FY26 fund balance process, and then to direct staff to provide for the March 9th budget work session an analysis of the traffic at Route 15, Hogback Mountain Road, as well as any relevant updates to the safety study, including the cost of the turn lanes. Perfect.

All right, so as noted, this is the first scenario that was in your packet, which was just to move out the Stone Springs shared use path in Millstream. The project is a rank 27 priority in the STP, and it's included in a bundle. So the scenario, as we now know, Supervisor Letourneau does not wanna move forward, but it would have pushed this segment out to the end of the STP prioritization.
