How is the Finance Committee consent agenda presented and approved?

Phyllis J. Randall 24:38
I can definitely make it work. Yeah, no, I understand. We didn't know that Mr. Coney wasn't going to go to very recently, like today. So I understand. I would like to call to order the May 12th, 2026 Loudoun County Board of Supervisors Finance Government Operations and Economic Development Committee meeting. This room has a hearing loop. If you need hearing assistance, switch your hearing aids to telecoil mode. If you need a headset, we have those available as well. Please see the clerk to request one. Questions and comments in Finance Committee are not timed. However, once a motion is on the table, committee members will have three minutes to ask questions and or make comments for all items when there is a motion.
Phyllis J. Randall 25:23
We have Supervisor Letourneau on his way. He will be here momentarily. Meanwhile, we will do the consent agenda. The proposed consent agenda is as follows. Item five, quarterly report fiscal year 2026 third quarter financial update, excuse me, cash proffer and debt report. Item seven, contract renewal information technology consulting and technical services. Item 8, Contract Renewal Intersection Improvement Design Services. Item 10, Contract Award AT&T Equipment and Services. Item 11, Award Authority Increase Compressed Natural Gas Fuel Card. Item number 13, Communications Commission 2026 Bylaws Revision. Is there a motion to approve the consent agenda? I will second that motion.

What does the Brookings DMV Monitor reveal about federal job cuts and regional unemployment?

Phyllis J. Randall 26:14
Any comments on the consent agenda? Seeing none, I will just ask, and I'm sorry I didn't tell staff I would ask this question on number, excuse me, 11. That's more than double, the number was more than double. Is that essentially because of gas prices?
Loudoun Water (introducer - likely DGS staff, Unknown) 26:47
Madam Chair, I think the staff is here. So I'll just defer to them if they want to come up.
Phyllis J. Randall 27:05
Hi, I apologize. I didn't. But I was reading that today in a little bit of awe. So as item 11, I guess we are increasing the fuel card access from about 600,000 to 1.3 million? Correct. This is also related to a award authority increase because we are extending our contract period. Okay. And then Mr. Miller can also discuss if there's any specific rate increases included with that extension period.
Elaine Crawford 27:39
Thank you.
County Administration / Staff (likely County Executive or Deputy - Unknown) 27:41
Yeah, we've seen some increase. I don't have the exact figures for you for that increase, but I just awarded authority to extend the fuel services for that contract period.
Phyllis J. Randall 27:51
Okay, so it could be a combination. It's not necessarily all. Okay, well, that's better to hear.
County Administration / Staff (likely County Executive or Deputy - Unknown) 27:57
Yeah, some historical and then just going forward, there should be some increases with the current market. Yeah, and if I could jump into, we're going to increase our fleet. to see the CNG buses are increasing starting next year. So that's another big part of this.
Phyllis J. Randall 28:12
Okay, good. That answers my question. Thank you very much. Motion made and seconded. All in favor, please say aye. Any opposed? That was the consent agenda. Okay, well, that motion will pass 5-0 with Supervisor Letourneau here. We will now move on to our information items. Item one, board member initiative, presentation on the impacts of federal government downsizing on the DMV region. Tracy Haddon Lowe is here. Are you a doctor? I sure am. That's what I meant to say, doctor. Don't anyone do medical work? Do you, oh, your presentation is there. You can stay at the podium or you're welcome to sit at the table, whichever you're most comfortable with. This is great. Okay, great. And is somebody forwarding your slides?
Phyllis J. Randall 29:06
Or are you good? I'll drive.
Elaine Crawford 29:07
You've got the clicker.
Phyllis J. Randall 29:08
Okay, great. All right, just wanted to make sure you're comfortable. Wonderful. Thank you very much for being here. It's a pleasure. Thank you for inviting me. Or thank you, Chair Randall, for inviting me. Before we get started, I do just want to say hi to Supervisor Letourneau and just acknowledge how funny it is to be on the opposite side of the dais from him. I represent the district on the WMATA board. And so we had quite the tour of duty together. Hanging out at L'Enfant Plaza. Yes, you did. You are terribly missed. I miss you guys very much. We need a little more Loudoun County.
