I'd like to call to order the March 12th, 2026 Loudoun County Board of Supervisors budget work session. Board members, I'd like to stress that the importance of this budget work session is a time for us to offer changes, additions, and deletions to the budget, You should try to offer all desired amendments and ask any questions you have during the work session. Please only offer motions that you intend to support so we can be with efficient with our time. When we get to the final vote on April 7th, staff will not be able to make large scale changes to the budget during that meeting and the vote on the budget could be delayed.

If there are substance changes that were not discussed, I will be making tonight the final motion Normally that final motion is made by chair and seconded by the vice chair, just out of habit, but I would be making that final motion. Pursuant to code section 2.2-3708.3 and the board of supervisors rules of order, Supervisor Sainz requested to participate in this meeting by electronic communication. A physical form of the board is present in the boardroom and the board has made arrangements for the voice of Supervisor Sainz to be heard by all persons in the boardroom. Supervisor Sainz made this request within the required timeframe and the county attorney determined that his request meets the It's gonna be a long night.

Request meets the qualifications to participate remotely. The board will record, and as Minister St. participated from a remote location, is actually out of the country due to personal reasons. I want to also say that the vice chair of the school board, Anne Donahue, is on the line with us. She was obviously invited to be here tonight, and we knew she was gonna be out of the area, but she was so gracious to make arrangements to be on the phone with us, to be online with us. And so first let me ask Supervisor Sainz, can you hear me? Yes, I'm here. Wonderful. Vice Chair Donahue, can you hear me?

And in addition, we sent out a supplemental item today around 3.20, which included a response to the remaining questions from the board members. In today's packet, we have under budget updates, a tote board transmittal, which summarizes how the board ended the previous work session, which we'll show at the end of my presentation.

In addition, we have the county budget questions, some CIP questions. and the tracker of all the questions, which shows that we are complete.

Also in your packet is reissuance of two letters related to a request from the Loudoun Public Defender, as well as a replacement page that was left out of the budgeted document for the Northern Virginia Regional Commission's request for funding. And finally, if we can bring up the tote board, I would just add that we are tracking everyone's motions this evening and we'll have the totals being tracked.
