Hi everyone, I'm gonna call the meeting to order in just one second, but before I call the meeting to order, I'm gonna take a moment of personal privilege and say that Jason is graduating, his last class for college is Thursday. He is the first person in his entire family ever to graduate from college, and I wasn't gonna let this moment go by without us saying thank you to Jason.

I'd like to call to order the May 4th, 2026 Loudoun County Board of Supervisors Special Business Meeting. This room has a hearing loop. If you do not mind, would you all please join me in the Pledge of Allegiance. I've got to say all this stuff before we start, and then we will start.

So over the past weekend, especially this weekend, we have received hundreds of emails. And we have been on all the Facebook pages and everywhere. And I just want to remind everybody that this process is a Roya. And so this is, you can kind of consider tonight kind of like we're coming out of halftime. We are not making final decisions tonight. We will be giving staff some language to go forward with, but this is not the night that all decisions are being made. If you imagine that say the first quarter was us kind of setting up the game and the staff telling us to go find stakeholders to have the very many stakeholder meetings, that was the first quarter. and then all of the stakeholder meetings of which we've been doing this now for almost two years.

That's the second quarter. We went into halftime and during halftime we had a lecture from the coach, which is all of you all who've come to speak so many times, have told us on either side or whatever what you want to see. That has been the coach's speech and we have heard those speeches. We are now coming out of halftime and we're about to start the third quarter. and what we would be doing in the third quarter is we would do tonight's meeting and we will hold tonight's meeting and we will give the staff language to go forth with, but then it goes to a, I would call them kind of almost fresh players who haven't seen the item yet and it's gonna go to ZOC and the ZOC will hold on to it from hopefully no more than six months

while they work through it and then it goes to the planning commission commission so zoc is third quarter planning commissions begin the fourth quarter at the end of the fourth quarter it will then come back to us for the final touchdown or the final home run or the three-point shot that wins the game or whatever you want to say so please know that there will be a lot of time left between here and probably a whole year from now when we will complete this. And during all that time, we will have and continue to take public comments. I know that just over the past five days alone, I've met with five different groups. We will continue to have meetings. We will continue to make phone calls. All those things will happen.

And I cannot say how much we appreciate how involved you all have been. I say all the time, Western Loudoun County is about 16% of the population and about 70% of my emails. And that's the truth. And we really appreciate and want to continue all the feedback because we need that. as we go forward. But tonight is not the night. Tonight is not the three-point shot that was made that beat Duke. Everybody watch that game. So we will be doing this for the next many months. I also want to say, colleagues, two things. One, this meeting is gonna be hard to chair tonight. There's a lot of stuff going on.
