Good afternoon, everyone. I would like to call to order the March 18th, 2026 Transportation Lane Use Committee meeting. The room has a hearing loop. Supervisor Sylvia Glass will not be joining us tonight. She has a family health issue that she's attending to. And I also want to say today is my daughter's 17th birthday. So happy birthday, Abby, she's driving. So yes, that's my youngest, she's driving. It's exciting, yes. Wish us luck on that one. We are going to start the public input session. The public input is limited to 15 minutes. Before we get started, I'd like to take a moment to remind the public about how the Board of Supervisors conducts public input at the Transportation Land Use Committee meeting.

I request that all members in attendance adhere to these guidelines to ensure each of you has an opportunity to be heard and to ensure an efficient process. Please silence all cell phones at this time. The public input session will last no more than 15 minutes. I think we are full. We have a wait list of three. Individuals may speak only once. You may use your allotted time to speak for yourself or on behalf of another individual or organization. As I mentioned, we have 15 minutes so let me get started. Our first speaker is Mr. Donnie Walker.

Our second speaker is Sherry Shields. Just so you know, you're next. Thank you. Good evening, board. I'm Donnie Walker. I'm a business owner here in the community. I'm also a member and vice president of the Bed and Breakfast Guild and everything on here is really important to the industry. I fully support motion 2B to add more tenant housing and we also want to make that easy so we have a place for our workers. On 3B, I support reclassifying sawmills as a minor special exception and to hopefully make sure that you put in their language that allows portable sawmills like mine to be by right use. Motion eight, I do not support this. I support the motion that will come from most of the industry. Motion seven, I fully support this.

It's one of our landmark buildings were to burn down. We really need to put that back right where it was. Motion nine with the lodging industry and the events. I do not support this. Instead, I think we need to narrow it down to the areas of noise, lighting, and disturbances that have been the basis of citizen complaints. And then finally on motion 3A with education, I fully support this. Adding an education component to legitimate education facilities and promoting this would grow our community tremendously. Good afternoon, Chair and members of the committee. My name is Sherry Shields. I'm the owner of Hidden View Bed and Breakfast. I'm also the president of the Loudoun County Bed and Breakfast Guild. The Guild would like to thank the committee for its January 29th motion, which increased the number of times permitted lodging uses could host private parties above the daily limits to 25 times per year. We appreciate this action and the committee's recognition of the role lodging properties play in Loudoun's tourism economy. However, staff has asked that motion be reconsidered, and the Guild does not support the staff's draft language on motion number eight. Instead, the Guild supports the amended motion as put forward by the industry in the March 16th Visit Loudoun memo, which reads,

I move that the Transportation and Land Use Committee recommend that the Board of Supervisors direct the staff draft languaging permitting bed and breakfast homestays to host up to 10 annual parties above the daily limit. Bed and breakfast inns with one bedroom to continue to host up to 20 events or 20 private parties with attendees above the daily limits, while bed and breakfast inns with two or more or country inns be permitted to host the 25 annual parties with attendees above the daily party limits while enforcing current noise, traffic, and lighting ordinances and regulations.
