It is five o'clock. Good evening. I would like to call to order the November 5th, 2025 Transportation and Land Use Committee Special Meeting. This room has a hearing loop. For this special meeting, committee members will be allowed two minutes for questions, and we may do more than one round if needed. Tonight's meeting will occur in the following order. Staff will present their introductory presentation. Thank you, staff. Following staff's presentation, the TLEC members will have two minutes to ask questions. Then I will call on each stakeholder to provide their comments.
Each stakeholder will be allotted three minutes. We will take a dinner break at around 6.30, so we'll see what time the stakeholder comments are done. We may go and do one issue topic. The committee and invited stakeholders will move to tables in front of the dais for Committee of the Whole. We will then go through the four issue topics that staff has detailed in the item in the following Committee of the Whole setup. Staff will introduce the issue topic. We will hold a 20 minute Committee of the Whole session with a two minute time limit per speaker. So I'll make sure everybody gets a chance to speak. Each person will only speak once. I would like to remind everyone not to interrupt each other and to be respectful of each other's opinions.
At the conclusion of the meeting, staff will provide a summary of the feedback received as part of the wrap-up session and note any outstanding issues. As a reminder to facilitate an efficient meeting and ensure we gather feedback from all stakeholders on every agenda topic. At the conclusion of tonight's meeting, staff will provide the committee with a summary, which I already said. Committee members are not expected to finalize their positions on the issues during this meeting. After this input session, staff will return to a future regular TLUC meeting to summarize the discussions and receive guidance from the committee on the agenda topics before they begin to draft proposed text. So now we're gonna start. At this time, staff will present the item, and following staff's presentation, each member of TLOC will be allotted two minutes for questions of staff. Okay, so with that, we'll go to Mr. Wilson, right? You'll probably start us off.
Thank you, Madam Chair. Welcome to the seventh stakeholder meeting for the Western Loudoun Rural Uses and Standards Project. This meeting will focus on food service, food trucks, rural restaurants, and is also a continuation of the farm wineries, limited breweries, and limited distilleries discussion that we had begun in July. Believe it or not, we've been doing this for a year now. The first stakeholder meeting was in November of 2024. So we have one stakeholder input meeting left. That meeting will occur at the beginning of 2026. We do not have a date yet, but we are trying to find one. That will be the final stakeholder meeting. We also have three TLUC directional meetings where TLUC will give staff direction on the questions that we've been discussing here for the last few meetings.
The first one is planned for December 17th, the second will be in January of 26, and the third one is to be determined that will occur following the eighth and final stakeholder input session. But tonight, the purpose of this meeting is to receive stakeholder input and discuss the issues associated with food service, food trucks, rural restaurants, wineries, limited breweries, and limited distilleries, particularly the event portion of that side of the industry.
