Good evening, everyone. The September 26, 2023 Loudoun County Planning Commission public hearing will now come to order. As is our custom, please join me in standing for the Pledge of Allegiance.

Thank you. We have some administrative announcements, if you will indulge me. Commissioner Forrest-Hayes will be participating in today's public hearing remotely, pursuant to Code of Virginia Section 2.2-3708.3, The Planning Commission adopted a policy for remote participation in public meetings of the Planning Commission. Commissioner Forrest-Hayes has requested to participate in this public meeting by electronic communication from a remote location that is not open to the public. Commissioner Hayes has stated he cannot attend this meeting due to a personal matter. Specifically, he is traveling out of the county for business purposes and will be joining the meeting from Cambridge, Massachusetts. As required by law, a physical quorum of the Planning Commission is present at this public hearing and the Board of
in the Board of Supervisors Meeting Room, County Government Center, and the Planning Commission has made arrangements for the voice of Commissioner Hayes to be heard by all persons at this meeting location. Although Commissioner Hayes made this request outside of the timeframe required by policy, the County Attorney has determined that Commissioner Hayes' request otherwise complies with the Code of Virginia and the Planning Commission's policy for remote participation in public meetings. The Planning Commission will record in its minutes the specific nature of the personal matter and the location from which Commissioner Hayes is participating remotely. Because this is a public hearing, members of the public who wish to comment on any item on tonight's agenda may do so.
If you are in the boardroom, please fill out a speaker slip and hand it to the Assistant Deputy Clerk of the Planning Commission at the end of the dais to my left. If you're participating electronically, please call the number on the bottom of the screen. If you signed up to speak after 3.30, please confirm your name is on the speaker list as public comment sign up closes at 12 noon as indicated on our website. Please indicate your name and the agenda item you want to address. Each speaker will have three minutes tonight Six minutes if you are speaking on behalf of an official civic organization. Written comments may be submitted to the assistant deputy clerk who will make copies for the planning commission.
The Commission may vote on applications tonight and send its recommendation to the Board of Supervisors or may forward the item to a work session for further consideration before taking a final vote. Our procedures for a public hearing are as follows. There will be a 10-minute staff presentation followed by Commissioner's questions to staff. Tonight, each Commissioner will be given three minutes to ask questions of staff. We will limit the round of Commission questions to one round. There will be a 10-minute applicant presentation when applicable. Hearing is open for public comment. After everyone has had a chance to speak, the hearing will be closed. The applicant and staff will have an opportunity to provide any responses to public comment.
Finally, there will be a motion, deliberation, and vote by the commission. All right, we have minutes to review and adopt. Do I have a motion?
Madam Chair, I move that the Planning Commission approve the Loudoun County Planning Commission public hearing minutes for July 25, 2023 as presented.
