Good evening, everyone. The December 18, 2023 Loudoun County Planning Commission public hearing will now come to order. As is our custom, please let us stand for the Pledge of Allegiance.

Thank you. For those of you who don't join us on a regular basis, we'll go ahead and give you an idea of the procedure and process ahead of us this evening. Members of the public who wish to comment on any item of the agenda may do so. If you are in the boardroom, please fill out a speaker slip and hand it to the Assistant Deputy Clerk of the Planning Commission at the end of the day to my left. If you're participating electronically, please call the number on the bottom of your screen. If you signed up to speak after 3.30 p.m. today, please confirm your name is on the speaker list as public comment. Sign up closes after 12 noon as indicated on our website. Indicate your name and the agenda item you wish to address.
Each speaker will have three minutes. You will have six minutes if you're speaking on behalf of an official civic organization. Written comments may be submitted to the Assistant Deputy Clerk who will make copies for the Planning Commission. The Commission may vote on applications tonight and send its recommendation to the Board of Supervisors or may forward the item to a work session for further consideration before taking a final vote. Our procedures for public hearings are as follows. Staff presentation followed by commissioner's questions to staff. Each commissioner will be given three minutes to ask questions of staff, and we will limit the round of commission questions to one round. Applicant presentation is limited to 10 minutes.
The commission may ask for questions of the applicant. The hearing will be open for public comment. After everyone has had a chance to speak, the hearing will be closed. Applicant and staff will have an opportunity to provide any responses to public comment. Finally, there will be a motion, deliberation, and a vote by the commission. My fellow commissioners, we have November 28, 2023 minutes to review and adopt. Do I have a motion?
Madam Chair, I move that the Planning Commission approve the Loudoun County Planning Commission public hearing minutes for November 28, 2023 as presented. Second.

The motion carries 8-0-1 with Mr. Hayes absent. All right. I know we were just here two business days ago, so we may not have a lot, but we do want to allow for disclosures before we get into our legislative items. Thank you, Madam Chair. On December 14, I had a meeting with Commissioner Miller, Tony Calabrese, and several applicant representatives regarding the Innovation Gateway rezoning application. And then today, I had a video conference with Colleen Gillis, Tim Rowe, Angela Rassas, and Dave McElhaney regarding the Arcola Farms residential rezoning. That's
it. Okay. All right, we're gonna go right into our legislative items for the evening, and our public hearing. Just for administrative purposes, we are going to handle all of the FDS at one time of those presentations. So Rachel, if you'll join us for that, and we're going to do one through four all at once here.
Good evening chair Frank and commissioners tonight. I bring you the review and renewal modification or termination of four agricultural and forestal districts New Bluemont you could talk to North New Catoctin South and New Ebenezer I Procedures for review of districts falls under Section 15.2.43.11 of the Agricultural and Forestal Districts Act of the Code of Virginia and Chapter 1226.03 of the Codified Ordinances of Loudoun County. Districts may extend from four to 10 years in duration. County code requires that renewal applications for parcels between five and 20 acres be submitted by landowners, with other size parcels considered to be passive renewals.
